Performance Work Statement (PWS)

To provide a coordinator for The Peak Airmen Ministry Center at Travis AFB, CA, supporting religious and fellowship programs for individual rights under the First Amendment to the US Constitution, fostering spiritual and character development, authentic community, leadership development, and service to others.

• Serve as a resource person, advisor, and coordinator for religious and fellowship programs.

• Create an environment for spiritual and character development.

• Develop programs in concert with the Airmen Leadership Team and the Peak Chaplain.

• Coordinate advertisements, activities, and requests through the Peak Chaplain and/or Religious Affairs Airmen.

• Recruit, train, mentor, and schedule the Airmen Leadership Team.

• Ensure the Peak is staffed with volunteers and maintained during operating hours (Monday-Saturday, 1800-2200).

• Prepare non-alcoholic beverages using barista equipment.

• Account for monthly supply expenditures per AFI 52-105.

• Design publicity documents.

• Restock beverage supplies and ensure adequate snacks and paper products.

• Maintain stock of religious literature approved by the Peak Chaplain.

• Ensure computers are maintained, operational, and secured.

• Foster an environment of accountability and cooperation.

• Ensure the facility is cleaned daily, including kitchen appliances and frozen drink machine.

• Develop an annual calendar of events, CTOF budget, appropriated fund budget, and core religious education curriculum.

• Invoicing for Wide Area Work Flow.

• Ensure events meet The Peak's mission statement.

• Manage keys, reporting any lost or misplaced keys.

• Maintain safe and healthful working conditions.

• Clean the Peak nightly, including sealing food/drink products, cleaning floors, machines, appliances, counters, and taking out garbage.

• Maintain stock of supplies by the 1st of the month (100% monthly).

• Prepare non-alcoholic beverages to customer satisfaction (no more than 3 valid customer complaints per month).

• Account for all expenditures per AFI 52-105 (100% monthly).

• Dining room tables bussed and sanitized within 15 minutes of vacancy; restroom cleaned nightly (no more than 2 valid customer complaints per month).

• Performance will occur in building 1348, The Peak Airmen Ministry Center.

• The Peak will be open daily from Sunday-Saturday, 1730-2100.

• Normal operating hours will be maintained on holidays and Major Command goal days.

• Special events may necessitate extended hours (approx. two hours, quarterly).

• Contract period: 1 year base with 4 additional option years (totaling 5 years).

• Contractor must provide a resume and two letters of reference.

• Applicant must be at least 18 years of age and hold an associate's degree or greater, preferably in ministerial studies.

• Minimum two years of experience in singles ministry.

• High level of interpersonal skills, ability to organize and direct operations.

• Possess character traits for healthy interpersonal relationships.

• Ability to professionally support and work with people of all faiths.

• Ability to organize and administer programs with minimal oversight.

• Physically and mentally able to provide oversight for volunteer safety and well-being.

• Maintain professional standards of conduct and public decorum.

• Must undergo a successful criminal history check.

• Volunteers must be of high moral character and maintain professionalism.

• Volunteers must wear designated aprons when on duty.

• No alcohol allowed except for religious purposes, approved by the Peak Chaplain.

• All volunteers will go through training and sign a Covenant.

• Kitchen must be kept up to health code.

• Contractor shall not accept payment for services or materials.

• The Travis AFB Chaplain Corps will provide a computer with NIPR access and necessary supplies.

Sources Sought / Request for Information (RFI)

This document is a Sources Sought notice issued by the 60th Contracting Squadron at Travis AFB, CA, to identify potential sources for a coordinator for the Peak Airmen Ministry Center. The anticipated NAICS Code is 813110 – Religious Organizations.

• Purpose: To determine the availability of businesses, including small business subsets (Small Disadvantaged, HUBZone, Certified 8(a), Service-Disabled Veteran-Owned, Woman Owned), to provide the required services.
• Not a Solicitation: This is for informational purposes only and does not constitute a Request for Quote (RFQ) or a promise to issue a future RFQ. The Air Force is not currently seeking proposals and will not accept unsolicited proposals.
• No Cost Reimbursement: The Government will not pay for any information or administrative costs incurred in response to this notice.
• No Preclusion: Responding to this notice does not preclude participation in any future RFQ, if issued.
