Statement of Work (SOW) / Performance Work Statement (PWS)

To remove up to 20 hardwood trees located between a disc-line and a private property fence at the Mid-Columbia National Wildlife Refuge Complex in Umatilla National Wildlife Refuge, Oregon. This is required to comply with a new City of Boardman ordinance and to allow for the doubling of a disc-line fuel break.

• Removal of approximately 20 hardwood trees, ranging from 5" to 20" DBH.

• Disposal of removed trees and debris, at the contractor's discretion.

• Grinding of remaining stumps to prevent future growth and maintenance issues.

• Ensuring the existing chain link fence between the disc-line and private property is not damaged. If damaged, the contractor is responsible for replacement.

• All specified hardwood trees must be removed.

• Stumps must be ground to prevent further growth.

• The existing chain link fence must remain intact or be replaced if damaged by the contractor.

• Place of Performance: 323 Boardman Ave NW, Boardman, OR 97818.

• Period of Performance: March-April 2026. The work is expected to take approximately one week. This period may be extended due to unforeseen circumstances like weather, subject to approval.

• Contractor Qualifications: Must hold a Construction Contractors Board license (Oregon Requirement) and be a Certified Arborist.

• Normal Duty Hours: Monday-Friday, 8:00 a.m. - 4:30 p.m.

• Emergency Contact: Contractor must provide emergency contact information.

• Quality Control: QC must be maintained according to industry standards and made available to the agency with the contractor's proposal.
