The U.S. Forest Service is seeking a contractor to construct a new water line from the Tres Piedras Well site to the District Offices and facilities located at the Tres Piedras Ranger District Administrative site. Statement of Work (SOW) / Performance Work Statement (PWS)

The Carson National Forest is seeking a contractor to construct a new water line from the Tres Piedras Well site to the District Offices and facilities at the Tres Piedras Ranger District Administrative site.

• Construct a new water line, including all furnishings, appurtenances, and connections to existing service sites.

• Trench and install 2" HDPE waterline at a minimum bury depth of 4'-00".

• Install multiple shutoff valves, fire/yard hydrants, and HDPE pipe fittings (TEE's, 4-way crosses).

• Transition fittings from existing PVC and Galvanized materials to HDPE.

• Tres Piedras Ranger District Administrative site, Carson National Forest, New Mexico.

• Specific GPS coordinates provided for the District Office and the Well Site.

• Base Bid: Trench and install 2" HDPE waterline throughout the district compound, including necessary valves and fittings.

• Bid Option A: Trench and install 2" HDPE waterline at the existing well head site, and construct a new utility building to house a storage tank, booster pump, chlorinating system, and hydropneumatic pressure tank. This option also includes coordinating with Kit Carson Electric Cooperative for meter installation and furnishing/installing underground electric. A wireless pump control system is also required.

• Bid Option B: Trench and install 2" HDPE waterline through the Forest between the existing well head site and the crossing of US Hwy 64, including demolition of existing air release valves and installation of new ones, along with multiple shutoff valves and fittings. New waterlines must be pressure tested.

• Period of Performance (POP): 90 calendar days upon receiving the Notice to Proceed (NTP).

• Start Date: Work to commence no later than ten (10) days upon issuance of NTP.

• Utility building construction must adhere to NSF/ANSI 61, AWWA D100 & D107, and NMAC 20.7.10 standards.

• Chlorination system must comply with NMED & NMAC regulations.

• Electrical work must meet state and federal building codes, including hiring a certified electrician.

• Exterior walls of the new building to have "buckskin" stucco finish; roof to be red pro-panel.

• Wireless pump control system must function over a minimum distance of 2 miles in mountainous terrain.

• New waterlines and fittings must be pressure tested via hydrostatic pressure pump prior to burial.

• Contractor must notify the Contracting Officer Representative (COR) of any unforeseen conditions or additional work needed immediately.

• There will be no government furnished property.
