Quick Summary

The Carson National Forest, under the USDA Forest Service, is soliciting proposals for the Tres Piedras Waterline Replacement project. This Total Small Business Set-Aside opportunity seeks a contractor to construct a new water line from the Tres Piedras Well site to the District Offices and facilities at the Tres Piedras Ranger District Administrative site in New Mexico. The project includes all necessary furnishings, appurtenances, and connections to existing service sites. Proposals are due by April 30, 2026, at 1300 Central Daylight Time.

Scope of Work

The project involves the construction of a new 2" HDPE waterline with a minimum bury depth of 4 feet. Key tasks include installing multiple shutoff valves, fire/yard hydrants, and HDPE pipe fittings, as well as transitioning from existing PVC and Galvanized materials to HDPE. The scope is divided into:

  • Base Bid: Trenching and installing the 2" HDPE waterline throughout the district compound.
  • Bid Option A: Trenching and installing a 2" HDPE waterline at the existing well head site, constructing a new utility building to house a storage tank, booster pump, chlorinating system, and hydropneumatic pressure tank. This option also includes coordinating with Kit Carson Electric Cooperative for meter installation, furnishing/installing underground electric, and a wireless pump control system.
  • Bid Option B: Trenching and installing a 2" HDPE waterline through the Forest between the existing well head site and the US Hwy 64 crossing, including demolition of existing air release valves and installation of new ones. All new waterlines must be pressure tested. Construction must adhere to standards such as NSF/ANSI 61, AWWA D100 & D107, and NMAC 20.7.10. Electrical work requires a certified electrician and compliance with state and federal codes. Technical specifications are detailed in Attachment 3, and drawings are listed in the TP WATERLINE IMPROVEMENTS document.
