Hats must be constructed from Black 3XXX Beaver felt (30% fur, 70% felt) or an equivalent high-quality, colorfast, stain-resistant, and water-resistant felt. - Crown: 4.5 inches high.
- Band: 1-inch wide black grosgrain ribbon.
