Statement of Work (SOW)

To provide the Cancer and Data Science Laboratory (CDSL) at the National Cancer Institute (NCI) with subscription-based access to a commercial clinical trials database for large-scale analysis of global oncology clinical trial design, execution, and outcomes.

• Provide user licenses for continuous, uninterrupted access to a commercial clinical trials database.

• The database must support analysis of clinical trial design, benchmarks, endpoints, outcomes, enrollment, timelines, and related trial characteristics across a broad range of oncology studies.

• Enable bulk data download and export functionality, including the ability to create static data "freezes" for longitudinal and reproducible data analysis.

• Permit publication of research findings derived from summary-level trial data in peer-reviewed scientific journals.

• Include standard commercial services such as system access provisioning, technical and end-user support, training resources, product updates, and maintenance.

• Database must be updated no less than once each business day (Monday-Friday, excluding Federal holidays).

• Technical support to have a reliable 24-hour turnaround time for questions or problems submitted via the "Ask the Analyst" feature on weekdays.

• The Period of Performance is a 12-month base period and four (4) 12-month option periods.

• User licenses and access credentials to be provisioned within one (1) business day of award or license activation.

• Live, virtual training for end users to be provided within ten (10) business days after activation of licenses.

• No software installation on Government-owned equipment is required.

• Deliverables include user licenses, access documentation, login instructions, virtual training, and ongoing support.
