Triannual Electrical Testing Services

Sources Sought Notice

This is a Sources Sought notice, not a request for quotes or contract award. Its purpose is to conduct market research to identify potential qualified sources and their size classification for "Triannual Electrical Testing" services. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1), is seeking vendors capable of providing these services per the Statement of Work (SOW).

• The SOW outlines requirements for maintenance, inspection, testing, and calibration of the Electrical Power Distribution System and its components.

• Contractors must be certified by NETA as a Certified Technician and have completed OSHA-approved 10-hour construction safety training.

• Contractors must possess technical training and a minimum of five years of experience in electrical power distribution system maintenance, inspection, and testing in various facility types.

• Familiarity with OSHA Standard 29 CFR 1910 Subpart S and NFPA 70E is required.

• Contractors must have access to the latest versions of relevant electrical codes and standards (NFPA 70, NFPA 70B, NFPA 70E, NFPA 110, OSHA 29 CFR 1910, NETA specifications, VHA Directive 1028).

• All necessary tools, equipment, and Personal Protective Equipment (PPE) must be provided and comply with OSHA and NFPA standards.

• If subcontractors are used, the prime vendor must be present during their work and submit a work breakdown.

• Deliverables include a complete written report of the work, including specific details about equipment, tests performed, deficiencies, and recommended corrective actions. Digital and hard copies of the report are required.

• The anticipated contract is for a base period of one year, with no options.

• The anticipated period of performance is April 1, 2026, to March 31, 2027.

• The place of performance is the West Roxbury VAMC, located at 1400 VFW Parkway, West Roxbury, MA 02132.

• Responses are due by 10:00 AM EST on January 22, 2026.

• Telephone inquiries will not be accepted.

• Submissions should not exceed 8 pages and must be in Microsoft Word or Adobe PDF format.

• Interested parties should complete the attached "Sources Sought Worksheet" and may submit additional information.

• The NAICS code is 221122 with a size standard of 1,100 employees.

• Based on responses, the requirement may be set-aside for SDVOSB, VOSB, small businesses, or procured through full and open competition.

• This notice is for market research purposes only. No contract will be awarded from this announcement.

• Reimbursement for responses will not be provided, and respondents will not be notified of evaluation results.

• If a solicitation is issued later, interested parties must respond separately to that announcement.
