  • Claims Processing: Timely and accurate processing of claims, including deductibles, copayments, coinsurance, catastrophic cap calculations, coordination of benefits, and preauthorization.
  • Customer Service: Comprehensive, accessible, and satisfactory support to beneficiaries and providers 24/7 via IVR and call center staff.
  • Provider Reimbursement: Verification of TRICARE authorized providers and processing reimbursements, including Medicare crossover claims and Electronic Funds Transfer (EFT).
  • Data Management: Utilization of the Defense Enrollment Eligibility Reporting System (DEERS) for beneficiary information and submission of TRICARE Encounter Data (TED) records.
  • Management Functions: Provision of experienced leadership, sufficient staffing, and a Quality Management/Improvement program.
  • Transition Activities: Ensuring operational readiness and managing transition-in/out activities.

Special Contract Requirements (Section H)

The draft Special Contract Requirements detail:

  • Integrated Process Teams (IPTs): Procedures for participation in IPTs for major changes.
  • Financial Liability: Contractor responsibility for erroneously authorized services.
  • Performance Incentives & Guarantees: Monetary incentives for meeting performance levels and a comprehensive set of 8 performance guarantees covering areas like telephone service, claims processing timeliness and accuracy, and written correspondence.
  • Compliance: Adherence to 32 Code of Federal Regulations (CFR) Part 199, TRICARE manuals, Cybersecurity Maturity Model Certification (CMMC) Level 2, and personnel security programs.
  • Organizational Conflicts of Interest (OCI): DHA has determined an actual or significant potential OCI exists, requiring contractors to avoid, neutralize, or mitigate conflicts.

An optional "overall" narrative assessment (up to 5 pages) can also be submitted in Adobe Acrobat or Microsoft Word, allowing for proprietary information if properly marked. All submissions must be electronic, follow specific subject line formats, and include vendor details.
