This solicitation (FA480126Q0006) is for the procurement of commercial products and services. The acquisition is set aside 100% for Small Business.

The contractor shall provide the following items:

• One (1) 16' Triple Roller Tube Paver, TRTP75V16 (or equivalent)
• Three (3) 6-5/8" x 16' Replacement Tubes, TRT6-16 (or equivalent)
• One (1) Steering Leg for 75TRTP, STRLEGTRTP75 (or equivalent)

Delivery is FOB Destination and is expected within 45 calendar days from the Date of Award.

• The North American Industry Classification Standard (NAICS) code is 333120 with a size standard of 1250.

• The solicitation is issued by the 49 CONS PK, Holloman AFB, NM.

• Offer Due Date: March 23, 2026, 04:30 PM.

• Quotes must be submitted electronically via email to SSgt Allen Cayabyab (allen.cayabyab.2@us.af.mil) and A1C Raymond Arbouet-Banton (raymond.arbouet-banton.ca@us.af.mil).

• Quotes must be in PDF format or a format readable by Microsoft Office applications.

• The quote shall be a single document, sectioned into Part I - Price and Part II - Past Performance.

• Pricing must include all costs associated with delivery, installation, and any applicable fees.

• Evaluation will be based on Price and Past Performance. Price realism will also be considered.

• This acquisition is 100% set aside for Small Business.

• The solicitation incorporates by reference FAR clauses 52.212-1, 52.212-3, and 52.212-5.

• Payment requests and receiving reports must be submitted through the Wide Area WorkFlow (WAWF) system.

• The attached Statement of Work (SOW) provides further details on the requirements.

Statement of Work (SOW)

The 823d RED HORSE Squadron at Holloman Air Force Base (HAFB), NM requires the procurement and delivery of a new 16' triple roller tube paver (TRTP) and associated accessories.

• Deliver one (1) new 16' Triple Roller Tube Paver.

• Deliver three (3) replacement tubes.

• Deliver one (1) steering leg.

• Arrange and include all costs associated with freight and delivery to the destination.

• The TRTP and accessories are to be delivered to HAFB.

• Equipment must be new, undamaged, and match the specified model numbers.

• Delivery must be completed by 01 June 2026.

• Delivery will occur during standard business hours (Monday-Friday, 6 AM - 6 PM), though times may fluctuate.

• A minimum of 48 hours' notice will be provided for delivery coordination.

• In case of adverse weather, delivery rescheduling will be coordinated within 48 hours.

• Delivery Date: By 01 June 2026.

• Delivery Location: Holloman AFB, NM. Specific drop-off location to be coordinated with the 823 RHS Project Engineer.

• The Contractor is responsible for all costs associated with freight and delivery.

• The Contractor must adhere to existing security procedures and instructions applicable to HAFB.

• Contractor personnel must possess a current, valid identification (ID) for base access.

• The Contractor is responsible for the wellbeing of their workers, including providing food and water.

• A designated supervisor, fluent in English and technically knowledgeable, must be available during work hours.

• All mud, dirt, debris, foreign objects, trash, or spills caused by the contractor must be cleaned up the same day or as soon as practicable.

• Any issues or incidents indicating potential risk to Government personnel or the environment must be immediately reported to the Contracting Officer (CO).

• The Contractor must adhere to DoD FAR clause 252.204-7004.
