Quick Summary
The Department of State has issued a Justification and Approval (J&A) for a sole-source modification to Task Order 10 (TRMS TO 10) under the Transforming Rwanda Medical Supply Chain (TRMS) activity. This action extends the period of performance and increases the contract ceiling for Rwanda Medical Supply Ltd. to ensure the continuous procurement and distribution of life-saving HIV/AIDS commodities in Rwanda.
Purpose & Scope
This J&A justifies the use of other than full and open competition to modify Task Order-10 (Contract # 720-696-25-F-00002) under IDIQ # 720-696-21-D-00001. The primary goal is to prevent disruption in the provision of quality-assured, life-saving HIV/AIDS commodities and services as the program transitions to new mechanisms and the current contract completes its closeout. The modification ensures the continued procurement, importation, warehousing, and distribution of PEPFAR program commodities.
Contract Details
- Contract Type: Firm-Fixed-Price (FFP) Task Order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract.
- Current Contractor: Rwanda Medical Supply Ltd (RMS).
- Original Task Order #: TO10 (720-696-25-F-00002).
- Period of Performance Extension: From April 27, 2026, to September 30, 2026.
- Ceiling Increase: By $8,000,000.00, raising the total Task Order value from $25,436,744 to $33,436,744.
Set-Aside / Justification
This action is being conducted using other than full and open competition under the Expedited Procedures Package (EPP) for the President's Emergency Plan for AIDS Relief (PEPFAR), authorized by AIDAR 706.302-70(b)(3)(ii). The justification states that Rwanda Medical Supply Ltd (RMS) is the only entity in Rwanda capable of meeting the required scope and scale, and market research indicated no suitable alternatives. This is critical to prevent a lapse in life-saving services.
Action / Response
This document is a justification for a sole-source extension and not a solicitation for proposals. No response date is applicable.
