Performance Work Statement (PWS)

To procure high-quality commercial lodging and associated support services for MA ANG personnel on Inactive Duty Training (IDT) status in Fiscal Year 2026.

• Provide hotel/motel rooms with two beds per room, private bath, and hot/cold running water.

• Rooms must be located within a 20-mile radius of JBCC (158 Reilly St, Buzzards Bay, MA 02542).

• Offer customary courtesies (e.g., dining, pool, fitness center) at no additional charge.

• Provide 24-hour check-in/check-out services.

• Ensure lodging facility complies with fire, health, safety, and sanitation regulations.

• Maintain a guest security program.

• Base Year: April 20, 2026 – November 30, 2026

• Option Year 1: December 1, 2026 – November 30, 2027

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Contractor staff must be qualified, professional, and customer service oriented.

• Lodging must achieve a satisfactory or better rating in Health Inspections.

• Safety self-inspections required annually.

• Contractor must furnish all required property, materials, and equipment.

• COMSEC/IT security protocols must be followed.

• Property standards must meet Federal Emergency Management Agency (FEMA) code.

• Contractor must designate a Contract Manager (CM) with full authority.

• Zero tolerance policy for trafficking in persons.

• Address potential Organizational Conflicts of Interest (OCI).

• Handle cancellations and no-shows according to specified procedures.

• Government only pays for rooms and services used; incidentals are the individual's responsibility.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial services, issued as a Request for Quotation (RFQ), to procure lodging services for members of the Massachusetts Air National Guard. The acquisition is set aside for small business concerns. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The government requires lodging services for specific dates between March 2026 and November 2027. The services include room nights for "Off Season" and "Summer Season" periods, with specific quantities and dates provided for the base year and option years.

• CLIN 0001 (Off Season Rate): Specific dates in April and November 2026, requiring 65-120 rooms per date.

• CLIN 0002 (Summer Rate): Specific dates in August 2026, requiring 65-120 rooms per date.
