Presolicitation Notice

This document serves as a presolicitation notice only and is not a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). The government is not soliciting quotes or proposals at this time. The notice announces the government's intent to issue an RFQ for childcare services.

• Comprehensive childcare services for participants of a retreat.

• Services to cater to children across all age groups.

• Accommodation for a maximum of 24 military families, serving up to 144 children.

• Responsibility for meeting compliance and standards, including staffing, programming, childcare supplies, and reporting/evaluation.

• The government intends to award a firm-fixed-price purchase order.

• Anticipated Award Date: On or about June 7, 2026.

• Award basis is anticipated to be Lowest-Priced, Technically Acceptable (LPTA).

• All responsible sources may submit a quotation, bid, or proposal.

• Anticipated Set-Aside Strategy: Total Small Business Set-Aside.

• Qualification Requirement: Offeror's service must meet the request made on the SOW for Childcare- True North Family Retreat August 2026. The Qualified Products List (QPL) may be obtained from the Sources Sought Attachment Section.

Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the requirements and expectations for certified and licensed commercial childcare services for the True North Family Retreat at Travis Air Force Base, aimed at supporting military families and fostering a strong family structure.

• Provide comprehensive childcare services for up to 144 children from approximately 24 military families associated with the 821st CRG, 60th MXG, and 60th MSG.

• Services to be rendered on August 22, 2026, at a pre-coordinated location.

• Contractor is responsible for staffing, programming, childcare supplies, and reporting/evaluation.

• Maintain appropriate staff-to-child ratios as per industry standards.

• Ensure all services meet specified standards; non-compliance must be addressed promptly at no additional cost to the government.

• Adhere to all applicable licensing requirements under the California Department of Social Services.

• Implement stringent measures for quality and safety, including background checks, emergency preparedness, and ongoing monitoring.

• Provide accurate records of attendance, activities, and incidents.

• Conduct a post-event evaluation to assess effectiveness and gather feedback.

• Date: August 22, 2026

• Time: 09:00 - 16:30, with specific drop-off and pick-up times.

• Location: Pre-coordinated room or rooms at the same building as the retreat.

• Staff must meet requirements outlined in section 20351 of Title 34, United States Code, and any additional state legal/licensing requirements.

• Staff must have CPR and first aid certification and be at least 18 years old.

• Staff must present a professional appearance (uniforms or badges).

• Background checks and screenings are mandatory through State Criminal History Repositories.

• Provide all necessary supplies (books, craft materials, toys, nap mats, diapers, wipes, formula).

• Contractor must carry sufficient corporate liability insurance.

• Appoint a contract manager and a point of contact (and alternate) for communication with the Air Force.

• Be prepared to adjust services as needed.

• Comply with all Department of the Air Force instructions and relevant regulations.

• Air Force reserves the right to conduct inspections and evaluations.
