Evaluation
Award will be based on a Best Value Trade-Off. Evaluation factors, in descending order of importance, are: Past Performance Confidence Assessment, Product Demonstration Model (PDM), and Proposed Price. Technical merit and Past Performance are more important than price. Offerors must submit three (3) size medium Regular PDMs from each proposed place of performance, which will be evaluated for conformance and logo durability. A rating of Unacceptable for PDM will remove an offer from consideration. A two-phase evaluation may be used if eight or more proposals are received.

Proposals must be submitted electronically via DIBBS only; email and physical submissions are not accepted. Offerors must be registered in SAM and DIBBS. FSC 8415 is identified as having significant market share by Federal Prison Industries (FPI), so FPI will be included in the solicitation process.
