Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the logistics and engineering services required to sustain the Trusted Aircraft Information Program Download Station (TADS) units and the Common Mission Debrief Program (CMDP) software.

• Contract Logistics Support: Furnish personnel, equipment, labor, tools, materials, and other items for TADS units and CMDP software.

• Services: Includes spare parts management, obsolete parts mitigation, firmware/hardware/logic/software upgrades, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation, inventory control, and travel.

• Data Extraction & Processing: Download, process, and transfer Unclassified IRIG 106 Chapter 10 files from flight media to end users via Secure File Transfer Protocol.

• Parts Management: Manage and distribute TADS terminals, components, subassemblies, and support equipment. Establish a Diminishing Manufacturing Source (DMS)/obsolete parts management program.

• Repairs: Perform logic, firmware, or software repairs (estimated 40 per year) and hardware repairs (estimated 15 per year) with a Turn-Around-Time (TAT) of 30 days. Over and Above repairs require prior PCO approval and have a TAT of 45 days.

• Upgrades: Provide labor, materials, spare components, and shipping for unit, logic, firmware, or software upgrades/enhancements, including Windows software maintenance for CMDP.

• Technical Support: Provide troubleshooting, maintenance, and support for TADS components and subassemblies, including installation and troubleshooting at various DoD facilities.

• Shipping & Receiving: Maintain detailed records of received and returned devices, and work-in-progress status.

• Configuration Control: Provide configuration control of CMDP and TADS, including software release and engineering drawing modifications.

• Repaired Assets: Minimum 95% pass initial inspection; remaining 5% pass on second attempt.

• Delivery of Repair: No more than 4 late deliveries per contract year. Standard repairs within 30 days; Over and Above repairs within 45 days.

• Quality Repairs: No more than 10% of repaired assets with validated PQDRs in a 12-month period.

• Status Reports: Monthly status reports due on the final business day of the month; no more than 1 late submission per contract year.

• Meeting Agendas/Minutes: Agendas due 3 business days prior to meetings; minutes due 5 business days after meetings.

• Quality Management System (QMS): 100% compliance required within 90 days of contract award.

• Period of Performance: No new orders placed after contract end; orders within PoP may be completed after contract end.

• Place of Performance: Contractor's facilities; technical support may be performed at government installations.

• Government Property: Contractor responsible for TADS and CMDP (GFE/GFP), including maintenance, repair, and control. Must report loss of Government property.

• Security: Compliance with U.S. Government security requirements, including personnel, information, system, property, and facility security. Secret level security clearance required for personnel. Access to Government systems and facilities requires appropriate background checks and Common Access Cards (CACs).

• Safety: Compliance with Government Safety and Health regulations (OSHA, ESOH). Participation in Voluntary Protection Programs (VPP) on USAF installations.

• Reporting: Monthly Status Reports, Integrated Program Management Reports, Program Management Plans, Conference Agendas/Minutes, and Programmatic Environmental Safety and Health Evaluations are required CDRLs.

• Counterfeit Electronic Parts: Must establish and maintain a counterfeit electronic part detection and avoidance system.

• Travel: Contractor personnel travel requires PM/Buyer/PCO approval and must comply with FAR and JFTR.

• Foreign Military Sales (FMS): Includes Windows software maintenance for CMDP for FMS programs.

• Mission-Essential Services: Services are not mission-essential during a crisis.

• Single Point of Contact: Contractor must establish a single management point of contact.

• Integrated Master Schedule (IMS): Contractor must prepare and maintain an IMS.

• Kick-Off Meeting: Required within 15 calendar days of contract award.

• Program Management Reviews (PMRs): Scheduled quarterly, or as warranted, and held virtually unless otherwise coordinated.

• Trafficking in Persons: Compliance with FAR and applicable supplements.

• Holidays and Facility Closings: Contractor personnel must observe government holidays and facility closings.

Request for Information (RFI)

This RFI is issued by the U.S. Air Force at Robins AFB, GA, to conduct market research for the F-15 Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP). The government is seeking potential sources with the expertise, capabilities, and experience to provide logistics and sustaining engineering services for these systems. This includes provisioning of spares, upgrades, technical support, repairs, configuration management, packaging, handling, storage, transportation, cybersecurity compliance, inventory control, and support equipment.

• Logistics and sustaining engineering services for TADS and CMDP.

• Services include: spares provisioning, upgrades, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation, cybersecurity compliance, inventory control, and support equipment.

• The F-15 TADS and CMDP are used for flight data recording, supporting mishap investigations, Military Flight Operational Quality Assurance (MFOQA), Reliability Centered Maintenance (RCM), Aircraft and Engine Structural Integrity Programs (ASIP/ENSIP), and aircraft development programs and training.

• The system extracts IRIG 106 Chapter 10 files from flight media, processes data, and transfers it via Secure File Transfer Protocol.

• The government does not own or have access to the data for these items and has determined the system is a non-commercial item.

• The acquisition strategy is a five-year contract (basic plus 4 option years).

• Projected quantities for repair/replacement of TADS CMDP units: 10 to 30 units per year.

• This is an RFI ONLY; responses will be treated as information, not proposals.

• Participation is voluntary, and does not guarantee future contract awards.

• The government will not reimburse participants for expenses.

• Companies are encouraged to provide documentation supporting their capabilities.

• If lacking experience, explain how capabilities will be overcome (e.g., teaming, subcontracting).

• Identify any work areas suitable for Small Business set-aside.

• Responses must be received no later than close of business on 19 March 2026.

• Both large and small businesses are encouraged to participate.

• Joint ventures or teaming arrangements are encouraged.

• A Contractor Capability Survey is provided, including sections on Business Information, General Capability, Hardware Production, and Commerciality.

• Security clearance required is Secret.

• Foreign participation is permitted.

• Telspan Data, LLC is the Original Equipment Manufacturer (OEM) of TADS and owner of proprietary data.
