Quick Summary

The U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Office (ARO) is seeking proposals for the Trusted Partner Program (TPP), a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. This program aims to establish a cadre of trusted academic and non-profit research partners capable of rapid research, development, technology, and evaluation (RDT&E) on sensitive basic and applied scientific research across various disciplines. Proposals are due May 29, 2026, at 4:00 PM EDT.

Purpose & Scope

The TPP is an innovative, enterprise-level program designed to be flexible, adaptive, and responsive to Army RDT&E needs, enabling rapid contracting for sensitive projects ranging from Controlled Unclassified Information (CUI) through Top Secret/Sensitive Compartmented Information (TS/SCI) levels. The scope includes, but is not limited to, basic and applied research, data science, technology development, digital architecture, modeling and simulation, experimentation, integration, demonstration, and technology transition.

Key technical areas of interest include:

  • Biology (non-medical focus)
  • Material Science
  • Electronics
  • Chemistry
  • Information Sciences (including AI and cyber defense)
  • Physics (including quantum computing and directed energy) Interdisciplinary projects are also anticipated, covering areas like Applied Artificial Intelligence (AAI), Biomanufacturing, Contested Logistics Technologies, Quantum and Battlefield Information Dominance (Q-BID), Scared Directed Energy (SCADE), and Scaled Hypersonics (SHY).

Contract Details

  • Contract Type: Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ)
  • Maximum Ceiling: $400M over the life of the contract(s)
  • Ordering Period: Up to ten (10) years (one 60-month base period and one 60-month option)
  • Number of Awards: Up to five (5) or more IDIQ contracts are anticipated.
  • Pricing Arrangements: Vary by CLIN, including Cost Plus Fixed Fee and Firm Fixed Price.
  • Anticipated Award: September 2026.

Submission & Evaluation

Proposals will undergo a two-phase process: Phase I (Pre-Evaluation Screening Compliance) and Phase II (Evaluation of Volumes 1-5).

  • Proposal Due Date: May 29, 2026, 4:00 PM EDT.
  • Submission Method: Electronically via email.
  • Evaluation Factors: Technical (Most Important), Management, Past Performance, Small Business Participation, and Cost & Business Structure. A trade-off process will be used, with non-cost factors combined being significantly more important than cost/price. Proposals must be rated at least "Acceptable" for Technical, Management, and Small Business factors to be eligible for award.
  • Key Requirement: A video pitch demonstrating capabilities for handling and storing CUI through TS/SCI is required, including physical security, handling protocols, secure IT environments, and destruction capabilities.

Eligibility & Security

This opportunity is open to Institutes of Higher Education and non-profit research institutions. Offerors must be registered in the System for Award Management (SAM). Trusted Partner Security requirements include facility and personnel clearances (CUI, SECRET, TOP SECRET, SCI, SAP) and IT infrastructure. The primary NAICS Code is 541714 (Research and Development in Biotechnology, except Nanobiotechnology) with a 1,000-employee size standard. No assumptions, alternate terms, or exceptions will be accepted.
