Purpose & Scope
The TPP is an innovative, enterprise-level program designed for flexible, adaptive, and responsive RDT&E. It enables rapid contracting with external academic partners for sensitive, basic, and applied research critical to Army needs. The scope includes basic and applied research, data science, technology development, digital architecture, modeling and simulation, experimentation, integration, demonstration, and technology transition. Key technical areas span Biology, Material Science, Electronics, Chemistry, Information Sciences (including AI), and Physics, alongside interdisciplinary areas like Applied AI, Biomanufacturing, Contested Logistics, Quantum and Battlefield Information Dominance, Scared Directed Energy, and Scaled Hypersonics.
Contract Details
The government anticipates awarding up to five or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. Awards will be made to the most responsible Offerors providing best-valued proposals. The solicitation number is W911NF-26-R-A009.
Eligibility & Evaluation
This opportunity targets Higher Education, Associated Entities, Non-Profit Research Institutes, and FFRDCs. While no specific set-aside is designated, Small Business Participation is an evaluation factor for Other Than Small Business Offerors. Offerors must meet Trusted Partner Security requirements, including facility and personnel clearances (CUI, SECRET, TOP SECRET, SCI, SAP) and IT infrastructure. The proposal submission involves a two-phase approach, with evaluation based on five factors: Technical, Management, Past Performance, Small Business Participation, and Cost.
