TS-11 Iskar - Aerial Demonstration Services

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Aerial Demonstration services for the TS-11 Iskra aircraft at the Travis AFB Wings over Solano Airshow.

• Provide all personnel, tools, materials, and services necessary for Aerial Demonstration services.

• Perform a solo aerobatic demonstration in a TS-11 Iskra aircraft with smoke, approximately 10 minutes in duration.

• Conduct 1 practice performance on April 24, 2026, and 2 performances on April 25-26, 2026.

• Aircraft must be in legacy warbird livery and the demonstration should showcase the TS-11 Iskra in USAF livery.

• Provide a 10-minute aerial display.

• Coordinate all airshow planning and implementation activities with the Travis Airshow Team.

• Furnish sufficient personnel, equipment, and materials for aerial demonstration and static display.

• Coordinate arrival/departure, aerial demonstration, and parking plans.

• Participate in a full airshow rehearsal on Friday, April 24, 2026 (unless safety prevents).

• Provide a STEM component for the aviation event.

• Be available for fan interaction, autograph signing, and photo opportunities for at least one hour before or after performances.

• May sell or market merchandise supporting their act.

• Pilot must possess an active surface level aerobatic waiver and a Statement of Competency (SAC) card.

• No pyrotechnics are permitted.

• Implement a Risk Management Plan.

• Provide liability insurance with limits of $1,000,000.00 per aircraft/occurrence.

• Provide pilot's licenses, Civil Aircraft Certificate of Insurance, Civil Aircraft Landing Permit (DD 2401), and Civil Aircraft Hold Harmless Agreement (DD 240-2).

• Maintain a safety and health plan for employees.

• Abide by all Travis AFB security instructions and directives.

• Record and report all accident/incident details.

• Report any environmental spills immediately.

• Location: Travis AFB, CA 94535.

• Period: Planning, arrival, practice, and execution of the 2026 Travis AFB Air Show, specifically April 24-26, 2026.

• Arrival: On or before April 23, 2026.

• Departure: No later than 0800 on April 27, 2026.

• Contractor-provided: TS-11 Iskra aircraft, pilot, personnel, tools, materials, supervision.

• Government-furnished: Map of Air Show layout, business location, golf cart/shuttle access, one rental car, three vehicle passes (one with flight line access), lavatory facilities, up to 600 gallons of Jet-A fuel, 10 gallons of Smoke Oil, two hotel rooms, access to restricted areas (with credentials), six performer passes, photo/autograph booth area, Public Address system, and high-pressure Oxygen (Aviation Oxygen) at 1800 psi.

• Personnel entering the installation must have valid identification (State driver's license/ID, birth certificate, Green Card, Social Security Card, Resident Card, Work Visa as applicable).

• Government will have free access to and the right to use any visual, radio, media content, and/or footage created by the Contractor/Performer or airshow officials.
