This Performance Work Statement (PWS) outlines the requirements for Custodial and Related Services for the Transportation Security Administration (TSA) Leased Space at Ted Stevens International Airport in Anchorage, AK.

• The Contractor will provide custodial services to maintain the condition and cleanliness of the facility.

• Services include interior cleaning tasks for various area types (e.g., restrooms, computer rooms, courtrooms, offices) and specific tasks such as hard floor maintenance, vacuuming, dusting, trash removal, and fixture cleaning.

• Performance will be assessed based on standards outlined in the PWS, including adherence to cleaning schedules, staffing plans, and service call response times.

• Acceptable Quality Levels (AQLs) are defined for periodic cleaning adherence (>=95%), staffing plan status (100% compliance), service call adherence (>=95% for routine, 100% for emergency), and deliverable adherence (100%).

• Customer satisfaction (90% annual Tenant Satisfaction Survey) and a maximum of three defects per monthly inspection or five validated customer complaints per month are also metrics.

• Location: Ted Stevens International Airport, 4600 Postmark Drive, Anchorage, AK 99502.

• Basic Requirement (Base Period): May 1, 2026 – July 31, 2026.

• Monthly Extension After Base Period: August 1, 2026 – September 30, 2026.

• Contractor must submit a cleaning schedule, staffing plan, Quality Control Plan (QCP), Exposure Control Plan (ECP), and Pandemic Plan.

• Personnel must meet specific qualifications and undergo required training (e.g., Asbestos Awareness).

• Compliance with safety regulations (OSHA, etc.) and security requirements is mandatory.

• A detailed communication approach and key control procedures are required.

• The Contractor is responsible for all labor, materials, and supplies, except as otherwise provided by the Government.

Justification for Other Than Full and Open Competition

This document justifies a sole-source bridge contract action for custodial and related services at the Transportation Security Administration (TSA) leased space at Ted Stevens International Airport, Anchorage, AK. The General Services Administration (GSA), Public Buildings Service (PBS) proposes to award this contract to CYS Enterprises, LLC.

• Custodial and related services for approximately 4,947 square feet of TSA leased space.

• Services include cleaning, dusting, vacuuming, spot cleaning, wet mopping, window/glass washing, and waste management.

• The contract requires all management, supervision, labor, subcontracts, materials, equipment, tools, and supplies.

• The bridge contract term is for a total potential duration of five months, from May 1, 2026, to September 30, 2026.

• The basic requirement (base period) is three months (May 1, 2026 - July 31, 2026).

• An option to extend services monthly for up to an additional two months is included.

• This is a justification for other than full and open competition, authorized under 41 U.S.C. 3304(a)(1) and FAR 6.103-1.

• The government intends to post a special notice on SAM.gov to survey the market for potential interest.

• The determination to not use a competitive process will be based on responses to this notice.

• Pricing will be determined to be fair and reasonable based on scope of work, estimated level of effort, team experience, labor rates, inflation projections, risk premiums, and previous contract knowledge.

• This justification is for a sole-source award to CYS Enterprises, LLC due to insufficient time for a new contractor to review requirements, establish plans, and obtain security clearances before the May 1, 2026 start date.

• CYS Enterprises, LLC is the incumbent contractor and has existing resources and knowledge.

• The need for a bridge contract arises from a finalized lease amendment on March 10, 2026, creating an unspecified performance period and scope, making a competitive solicitation impractical within the timeframe.

• Critical services are required to maintain a healthy and safe built environment and support critical government functions.
