This solicitation is for the design, engineering, drawings, materials, and installation of a TSV Fire Detection System for the TSV Hunter, Prevail, and Narragansett. The contract will be a Firm Fixed Price arrangement.

• Design, engineering, and drawings for the TSV Fire Detection System.

• Procurement and installation of necessary materials.

• Installation of the system on the TSV Hunter, Prevail, and Narragansett.

• Contract Type: Firm Fixed Price.

• Period of Performance: June 1, 2026, to September 27, 2026.

• Delivery Period: June 1, 2026, to September 27, 2026.

• Quotes are to be submitted electronically via email by the solicitation due date.

• Quotes must include item specifications, price, and CLIN dollar amounts.

• The cover page of the quote must include: Request for Quote Number, Quoter Name and Address, Cage Code, DUNS, TIN, Point of Contact, and Proposal validity period (120 days).

• Factor I - Technical Approach: Evaluated on an Acceptable/Unacceptable basis, focusing on meeting minimum specifications and demonstrating understanding of the PWS.

• Factor II - Price: Evaluated for reasonableness.

• Award will be made to the quoter whose quote is most advantageous to the Government, considering price and other factors. The non-price quote is more important than price.

• This acquisition is unrestricted.

• NAICS Code: 561990, All Other Support Services, with a size standard of $16.5 million.

• The solicitation includes provisions for HUBZone small business concerns, including a price evaluation preference.

• The solicitation incorporates FAR clauses by reference, including those related to small business concerns, payment, and contract terms.

• Attachments include a PWS, QASP, CAP FFP, and Wage Determination.

Statement of Work (SOW) / Performance Work Statement (PWS)

To accomplish the deliverables for a comprehensive, vessel-wide fire detection system design and drawing fabrication for TSV1 PREVAIL, TSV3 HUNTER, and TSV4 NARRAGANSETT.

• Design and fabricate vessel-wide fire detection system drawings for three vessels: TSV1 PREVAIL, TSV3 HUNTER, and TSV4 NARRAGANSETT.

• Deliverables include technical drawings in F-SIZE-NAVSEA (NNSY ISID FORMAT).

• Tasks include shipchecks, vessel-wide fire detection system integrated design drawings, and a bill of materials.

• The design must ensure 100% coverage of the vessel, integrating with existing Halon and water-mist boundaries, and comply with ABS and NAVSEA requirements.

• Provide a complete material list invoking latest military standards for all components, including installation and testing requirements.

• Drawings must be in a commercial computer-aided design (AutoCAD) program.

• Drawings must include system diagrams, electrical schematics, device placement, interior/exterior monitoring points, sensors, relays, gauges, wire ways, cable, outlets, wiring, circuit planning, equipment location, and component details.

• Ensure 100% coverage in accordance with ABS and NAVSEA requirements.

• Area of Performance: Joint Expeditionary Base Little Creek/ Fort Story, TSV-1 PREVAIL, TSV3 HUNTER AND TSV4 NARRAGANSETT at PIER 11.

• Required completion time: 3:00 PM 120 days after award.

• Contractor must provide all necessary supplies, components, materials, and hardware not identified as government-furnished material (GFM).

• Contractor personnel may require a Department of Defense Common Access Card (DoD CAC) and may need to undergo background investigations and obtain security clearances depending on access levels (IT-I, IT-II, IT-III).

• Contractor must designate a Security Representative within three work days of contract award.

• Contractor personnel must be available for meetings at Government and Contractor facilities.

• References include NAVSEA Standard Items, ABS Guide for Enhanced Fire Protection Arrangements, and various NAVSEA drawings and specifications.
