Quick Summary

The Department of the Navy, specifically NAVSUP Weapon Systems Support Mech, is soliciting proposals for the supply of Metallic Tubes (Product Service Code 4710) for use in crucial shipboard systems. This material is designated as SPECIAL EMPHASIS (Level I, Scope of Certification, or Quality Assured) due to its critical nature. This opportunity is a Total Small Business Set-Aside. Proposals are due by March 16, 2026.

Scope of Work

The requirement is for nickel-copper alloy, seamless and welded tubes conforming to MIL-T-1368, Class A, with an outside diameter of 0.540 inches and an average wall thickness of 0.119 inches. The tubes are not intended for silver brazing. Key aspects include stringent quality assurance, material traceability, and certification requirements to ensure the integrity of the shipboard system.

Contract & Timeline

  • Type: Solicitation (resultant award will be bilateral)
  • Set-Aside: Total Small Business
  • Response Due: March 16, 2026, 8:30 PM UTC
  • Published: February 13, 2026, 11:28 AM UTC
  • Warranty: One year from date of delivery.
  • Option: Includes an option for increased quantity, exercisable within 365 days of award.

Quality Assurance & Certifications

This is a SPECIAL EMPHASIS material requirement, demanding robust quality control. Contractors must provide certifications for quality conformance/compliance (including hydrostatic pressure tests per MIL-T-1368) and chemical/mechanical properties (per DI-MISC-81020). A Mercury Free certification is required. The contractor's quality system must comply with ISO-9001 (or MIL-I-45208 as an alternative) and calibration systems with ISO-10012 or ANSI-Z540.3 (or MIL-STD-45662). Strict material traceability, marking, and receiving/final inspection procedures are mandated, with 100% inspection for traceability and certification data. Certification data must be submitted via WAWF to Portsmouth Naval Shipyard for review and acceptance prior to shipment.

Evaluation & Submission

Evaluation will be based on either the lowest aggregate total price for the total quantity (including options) or low best value with price as a secondary factor (also including options). This requirement is pursuant to Emergency Acquisition Flexibilities (EAF) and will result in a "DO" rated order under DPAS. Offerors must provide pricing for the option provision. Access to drawings, if included, requires a request on SAM.gov followed by an email to the POC.

Additional Notes

The Government considers contractual documents "issued" upon mailing, fax, or electronic transmission. If packaging occurs at a different location, the offeror must provide the facility's name, street address, and CAGE.
