• Pricing shall be entered on page 3 for line item 0001.

• A SF 24 Bid Bond is required for offers of $35,000 or more.

• Offerors must have acceptable past performance.

• Offers must be technically acceptable and conform to material terms of the solicitation.

• The offeror agrees to hold prices firm for 90 calendar days from the date specified for receipt of offers.

• This acquisition is set aside for Total Small Business concerns.

• Applicable NAICS code is 238110 (Poured Concrete Foundation and Structure Contractors).

• The small business size standard is $19.0M.

• Prospective offerors must be registered with the Systems for Award Management (SAM) with an active registration at the time of solicitation closing.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for flooring work at Building 413, Carl Hayden Bee Research Center in Tucson, AZ.

• Preparation: Includes filling cracks, applying compound, sanding to an even level, filling saw cut lines, grinding, filling holes from old anchors, and diamond sanding the concrete surface. All machinery must use HEPA dust collectors.

• New Installation: Application of 100% Polyaspartic coating and clear coat throughout the building (excluding two restrooms). Includes full flake broadcast and application of anti-slip additives, particularly in the bay work area. The coating must be UV stable, low VOC, and meet or exceed OSHA slip resistance requirements.

• The work must adhere to project requirements, drawings, and specifications.

• Compliance with applicable federal, state, and local codes, as well as industry standards (IBC, NEC, NSPC, NFPA, EPA, ASTM, GSA, AASHTO).

• Adherence to Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards.

• Quality control is the exclusive responsibility of the Contractor and subject to audit by the Location Monitor.

• Period: 90 calendar days from Notice to Proceed.

• Place: Building 413, Carl Hayden and Southwest Watershed Research Center, 2000 E. Allen Road, Tucson, AZ.

• Warranty: One-year commercial warranty on product defects, breakage, labor, and other parts. A ten-year manufacturer warranty on equipment is required for final payment.

• Safety: Contractor must provide a Site-Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) ten days after contract award. Contractor is responsible for protecting the work, site, and existing property. Any damage must be repaired at the Contractor's expense.

• Permits: Contractor is responsible for obtaining all necessary permits, licenses, and inspections.

• Submittals: Manufacturer's literature and shop drawings for materials are required for review by the Location Monitor.

• Utilities: Government will furnish electricity and water. Contractor must maintain and protect temporary utilities if requested.

• Cleanup: The construction site must be kept clean, and all debris removed upon completion.

• Hazardous Materials: Contractors must not disturb hazardous materials and must report any findings immediately to the COR. Note: All hazardous materials have been removed from the building.

• Government Furnished: A reasonable amount of electricity and water will be provided.
