This document is a Sources Sought Notice issued by Network Contracting Office (NCO) 15, Consolidated Mail Outpatient Pharmacy (CMOP) Division, for informational purposes only. It is not a solicitation or a request for quotes/proposals, and no contract will be awarded from this notice. The purpose is to conduct market research to identify potential sources capable of supplying mailing boxes for temperature-sensitive pharmaceuticals.

Interested vendors must respond to specific questions to be considered for future procurement opportunities. Key questions include:

• Manufacturer status (Yes/No)
• If not the manufacturer, authorization as a distributor (Yes/No)
• Ability to meet requirements in the attached Statement of Requirements (SOR) (Yes/No)
• Product availability on GSA Schedule (Yes/No)

Responses must also include:

• Company Points of Contact (POCs) with Full Name, Phone Number, and Email Address
• SAM Unique Entity ID (UEI)
• Company Capability Statement
• Business Classification (e.g., SDVOSB, Small Business, Large Business)
• GSA Schedule Information (if applicable), including Contract Number

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure operational supplies, specifically shipping boxes/coolers, for the Consolidated Mail Outpatient Pharmacy (CMOP) in Tucson, AZ. These supplies are essential for preparing and mailing Veteran patient prescriptions.

• Provide durable, secure, quality shipping boxes/coolers that function properly.

• Vendor must be able to exchange or refund any non-functioning products.

• Defective products must be picked up within one (1) business day.

• Credit for returned goods must be issued within 5 business days.

• Deliveries are required daily, Monday through Friday.

• Vendor must be able to adjust delivery schedules to meet changing production requirements.

• Emergency orders must be delivered within 2 business days.

• Dimensions: Must meet specified maximum Outside Dimension (OD) and minimum Inside Dimension (ID). No deviation allowed.

• Box Certificate: Shipping boxes must meet minimum certification standards for burst limit, edge crush test, size limit, and gross weight limit. Failure to provide certification makes the product unacceptable.

• Special Characteristics: Must match requirements for anti-static, glue, perforated, matte surface, non-toxic, triple layers, interlocking seals, etc.

• Temperature Control: Boxes must maintain an internal temperature at or below 45°F (8°C) for a minimum of 48 hours (Mean Kinetic Temperature).

• Specific Item: Insulated, recyclable small shipping container box (11 1/2 x 10 x 6) with specific features including Kraft board grade 200B DC, weather-resistant adhesive, tear-away zipper, 1" double-sided tape, and recyclable/biodegradable insulation. Must be stenciled with "REFRIGERATE UPON ARRIVAL" and have specific printing on the tear-away strip.

• Packaging: Boxes must be shipped with flaps folded, bottom taped, and ready for shipment. Not to be shipped stacked inside each other.

• Quantity: Total estimated 143,242 each. Daily requirement of 3,456 each (24 skids per day), 5 days per week.

• Palletization: Pallets must be 40x48, not exceeding 144 containers per pallet. Kitted boxes must be secured with corner boards and stretch-wrapped.

• VA CMOP (Tucson) – 762

• Daily (Monday – Friday)

• Ability to adjust deliveries based on CMOP production needs.

• Prompt pickup of defective items and timely credit for returns.

These supplies are essential for preparing and mailing Veteran patient prescriptions securely and maintaining product integrity during transit.

• Provide operational supplies (shipping boxes/coolers) as per the Statement of Requirements.

• Products must function properly; defective items will require exchange/refund within one business day, with credit issued within five business days.

• Deliveries are required daily, Monday through Friday, with the ability to adjust to changing production needs.

• Emergency orders must be delivered within two business days of receipt.

• Dimensions: Must meet specified maximum Outside Dimensions (OD) and minimum Inside Dimensions (ID). No deviations allowed.

• Box Certification: Must meet minimum standards for psi burst limit, edge crush test, size limit, and gross weight limit. Certification is required.

• Special Characteristics: Must include features like anti-static, glue, perforated, matte surface, non-toxic, triple layers, and interlocking seals. Products must match these requirements.

• Temperature Control: Must maintain an internal temperature at or below 45°F (8°C) for a minimum of 48 hours. The box must be labeled "REFRIGERATE UPON ARRIVAL".

• Packaging: Boxes must be shipped with flaps folded, bottom taped, and ready for shipment. They are not to be shipped stacked inside each other. Recyclable/bio-degradable insulation material is required.

• Delivery Location: VA CMOP (Tucson) – 762.

• Delivery Schedule: Daily (Monday-Friday), 5 days per week, requiring 3,456 containers per day and 24 skids per day. Pallets must be 40x48 and not exceed 144 containers per pallet, secured with corner boards and stretch-wrapped.

• Usage: Estimated daily usage is 3,456 each / 24 skids.

• Labeling: Specific stenciling requirements for "REFRIGERATE UPON ARRIVAL" and "PULL OPEN" instructions on the tear-away strip.

• Materials: Recyclable/bio-degradable insulation material.
