- Published: June 18, 2026
Key Considerations & Submission Requirements
This Sources Sought specifically addresses the FAR 52.219-14 Limitations on Subcontracting (CLASS DEVIATION 2021-O0008), which states that contractors may not pay more than 50% of the contract value to non-similarly situated subcontractors. Given that most Treatment, Storage, Disposal Facilities (TSDFs) are large businesses, small businesses must demonstrate how they can comply with this limitation.
Submission Options:
- Capabilities Package: Firms capable of performing with the limitations on subcontracting must submit a brief capabilities package (max 3 pages) detailing company info (CAGE, small business status), relevant experience (last 5 years), a statement on how they will comply with subcontracting limitations, and a list of approved TSDFs (identifying similarly situated status).
- Notification of Interest: Firms unable to meet the limitations on subcontracting should email scott.horrigan@dla.mil with "SOURCES SOUGHT HAZ TUCSON" in the subject line, stating their Notification of Interest (no capabilities package required).
All submittals must be emailed to scott.horrigan@dla.mil with "SOURCES SOUGHT HAZ WASTE TUCSON" in the subject line.
Additional Notes
This is a Sources Sought for market research; it is not a solicitation. A response does not guarantee an adequate response to any future solicitation. No reimbursement will be made for costs associated with responding.
