Statement of Work (SOW) / Performance Work Statement (PWS)

The Quantum Measurement Division (QMD) at NIST requires a frequency-doubled fiber amplifier to generate coherent 780 nm light for integration into primary acoustic measurement systems. This apparatus is crucial for maintaining and modernizing fundamental measurement standards for mass, force, and vibration.

The contractor shall provide a system that generates 200 mW or more of coherent 780 nm light from 10 mW or less of 1550 nm light. The system must consist of new, non-experimental, non-prototype, and non-custom items, with all components authorized for sale in the U.S. and shipped in original manufacturer packaging with documentation.

• Output Power Stability: 1 % or lower rms variation over 1 hour
• Coupling: PM fiber, FC/APC termination for both input and output
• Control: Front panel control
• Power: 60 Hz, 115 VAC
• Form Factor: Single unit, fitting in a standard 19” rack or smaller.

The period of performance is sixteen (16) weeks after receipt of order (ARO).

Delivery is required FOB Destination (or equivalent) no later than sixteen (16) weeks ARO to NIST Gaithersburg. The contractor must coordinate shipping details with the NIST SME prior to shipment. The delivery address is: National Institute of Standards and Technology, Shipping and Receiving (Div 684.07), 100 Bureau Drive, Building 301, Gaithersburg, MD 20899.

NIST will perform a visual inspection upon delivery. Performance tests to verify output power, output linewidth, and output PER will also be conducted. Acceptance confirmation will be provided by the NIST SME within two (2) weeks of delivery. Ownership transfers upon acceptance.

The contractor shall warrant the entire system for one (1) year after acceptance.

100% payment will be made upon receipt and acceptance of a proper invoice, following installation and acceptance by the Technical Point of Contact (TPOC) of the system. Payment terms are Net 30 days.

Bidders must carefully review all incorporated provisions and clauses, paying close attention to any "DEVIATION" notations, as these will form part of the resulting contract. Key areas for bidders to focus on include:

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with FAR Part 12. It serves as the only solicitation, and written quotes are requested. The acquisition is a small business set-aside.

• The primary requirement is for a "Tunable low-noise shorth wavelength visible coherent light source system" as detailed in Attachment 1 (Statement of Work).

• Offerors must provide a firm-fixed-price quotation for CLIN 0001.

• Quotations must demonstrate technical capability, meeting or exceeding all minimum requirements specified in the Statement of Work. Evidence, such as citations to product literature or technical descriptions, is required.

• Contract type: Firm-fixed-price purchase order.

• Delivery and acceptance dates, and FOB point, are detailed in the Statement of Work.

• Submission Deadline: 5:00 PM Eastern Time, June 24, 2026.

• Submission Method: Electronic quotations via email to cielo.ibarra@nist.gov and donald.collie@nist.gov. Reference the RFQ number in the subject line.

• Quotation Preparation: Must be clearly written, indexed (or have a Table of Contents), and logically assembled. Quotations must be divided into three volumes:

  • Volume I: Technical Quotation (addressing technical approach, capability, and adherence to SOW requirements).
  • Volume II: Price Quotation (firm-fixed-price, including shipping and tariffs).
  • Volume III: Terms and Conditions (addressing any exceptions).

• Evaluation Criteria: Award will be made to the responsible offeror whose quotation represents the best value to the Government, considering both technical capability and price. The government may award without discussions based on initial quotes.

• Pre-Quote Inquiries: Submit written questions to cielo.ibarra@nist.gov and donald.collie@nist.gov no later than 2 calendar days after solicitation issuance.

• This acquisition is solicited as a small business set-aside.

• Offerors must possess an ACTIVE registration in the System for Award Management (SAM.gov) at the time of quotation submission, award, performance, and final payment. Failure to maintain an active SAM.gov registration will result in the quotation not being considered for award.
