This Performance Work Statement (PWS) outlines the requirements for OEM authorized service and maintenance of a Solar Turbines Taurus 3500 kw natural gas turbine and related equipment located at the USDA Laboratory facility in Ames, Iowa.

• The contractor shall perform maintenance to the standards defined in this PWS.

• The labor mix for performing services is at the contractor's discretion.

• Maintenance will be performed on the specified Solar Turbines generator.

• The contract includes a base year and one 12-month option year.

• Maintenance must be performed to OEM standards.

• A Quality Assurance Surveillance Plan (QASP) will be used to evaluate contractor performance, with an Acceptable Quality Level (AQL) of 100% for contractor performance requirements and tasks.

• Site visit reports are required within two business days after any visit.

• Formal written reports on basic services, including engine condition, lube oil analysis, and vibration analysis, are required.

• Period of Performance (PoP): One (1) Base Year of 12 months and one 12-month option year.

• General Access Hours: Monday through Friday, 8 AM to 4:00 PM Central Time.

• Additional access can be granted with a 2-week notice.

• Place of Performance: USDA Facility, 1920 Dayton Ave, Ames IA 50010.

• OEM Parts: Only parts authorized by the OEM shall be used.

• Emergency Response: On-site arrival within 2 hours for emergency service calls related to warranty claims (dependent on weather and technician availability).

• Scheduling: All work to be scheduled in advance with site management. At least 2 weeks' notice is required for shutdowns for maintenance and repair. Work will be scheduled between June 15th and September 15th electrical peak season where possible.

• Reporting: Site visit reports and formal written reports on services are required.

• Health, Safety, and Security: Contractor and USDA will collaborate to safeguard people, property, and the environment, following all federal and state laws.

• Key Personnel: Prime Contractor must have a minimum of 10 years' experience servicing Solar Turbines generators and operating them via an ISO/PMCS control system. Technicians must be OEM authorized with at least 2 years of experience on Solar Turbines.

• Security: All contractor personnel must be US Citizens and physically escorted by a USDA employee while on site.

• Insurance: Specific insurance requirements are detailed, including Workers' Compensation, General Liability, Automobile Liability, and Aircraft Public and Passenger Liability.

• Invoicing: Invoices must be submitted via the electronic Invoice Processing Platform (IPP).
