Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for OEM authorized service and maintenance of a Solar Turbines Taurus 3500 kw natural gas turbine and related equipment located at the USDA Laboratory facility in Ames, Iowa.

• Provide OEM authorized service and maintenance for the specified turbine generator.

• Period of Performance (PoP): One (1) Base Year of 12 months, with one (1) 12-month option year.

• Place of Performance: USDA Facility located at 1920 Dayton Ave, Ames IA 50010.

• General Access Hours: 8 AM through 4:00 PM Central Time on Business Days (Monday through Friday).

• Additional access can be granted on a case-by-case basis with a 2-week notice.

• General Tasks:

  • Use only OEM authorized parts.
  • Schedule all work in advance with site management.
  • Respond to emergency calls for warranty claims within 2 hours (dependent on availability).
  • Provide site visit reports within two business days.
  • Provide written formal reports on basic services.
  • Adhere to all federal and state health, safety, and security laws and regulations.

• Specific Tasks:

  • Condition Assessment Visit: At least one onsite assessment per 12-month contract period.
  • Scheduled Maintenance Inspections: Includes 4,000-hour and 8,000-hour services, and special tooling. Maintenance parts must be shipped at least 2 weeks in advance.
  • Detailed maintenance tasks are outlined for Air Systems, Electrical and Control Systems, Fuel Systems, Generator (Driven Equipment), Lube Oil and Servo Oil Systems, Start Systems and Auxiliary Motors, and General checks.

• Reporting: Site visit reports within two business days; formal written reports on services provided.

• Contractor Key Personnel: Minimum 10 years' experience servicing Solar Turbines generators; technicians must be OEM authorized with at least 2 years' experience.

• Prime Contractor Representative: Responsible for planning and performance, designated within 10 days of award.

• Security: All contractor personnel must be US Citizens and physically escorted by USDA employees on site.

• Insurance: Requirements include Workers' Compensation, General Liability, Automobile Liability, and potentially Aircraft Public and Passenger Liability.

• Invoices submitted via the Department of Treasury's Invoice Processing Platform (IPP).

• Payment is in arrears.

• Invoice cycle is monthly.

• The QASP will evaluate contractor performance against standards in Sections 7, 8, 9, and 10, with an Acceptable Quality Level (AQL) of 100%.
