The contractor will provide all personnel, equipment, supplies, and services necessary for turf field grooming, maintenance, and minor repairs. This includes:
- Scheduled bi-annual maintenance (twice per year) for fifteen (15) artificial turf fields, involving comprehensive inspection, multi-level field vacuuming, grooming with an extensive fiber brush, and cleaning with specialized synthetic turf cleaners.
- Unscheduled/emergency maintenance and repairs as needed to correct deficiencies impacting safety, usability, or integrity of the fields.
- Removal and proper disposal of debris and unwanted materials.
- Minor repairs with a one (1) year warranty on workmanship and labor.
The objective is to ensure the fields remain safe, operational, and available for Soldier training and readiness activities, as they have not received routine maintenance due to past funding constraints.
Performance Requirements
- Scheduled maintenance must be performed bi-annually.
- Unscheduled maintenance requires telephonic response within 24 hours for routine repairs and 12 hours for urgent repairs. On-site response is required within 96 hours for routine and 48 hours for urgent repairs (during business hours).
- Performance thresholds require 95% compliance with no more than 2 discrepancies per month for most tasks.
