Submission & Evaluation

The Government will award a contract to the responsible offeror whose quote is most advantageous, considering technical capability, price, and other factors (Best Value). Technical acceptance will be determined based on the Performance Work Statement (PWS) requirements. Offerors agree to hold prices firm for 30 calendar days.
Special Requirements
Contractors must acquire Defense Base Act (DBA) Workers' Compensation Insurance for services outside the U.S., which is a reimbursable Not-to-Exceed Line Item (CLIN) and must be presented to the contracting officer within 7 days of award. Contractor personnel must comply with applicable security policies, including background checks and access procedures, and sign non-disclosure agreements. Adherence to Information Assurance (IA) and Operations Security (OPSEC) measures is also required.
