This solicitation is for the repair of one (1) Caterpillar D6K heavy equipment for the U.S. Fish and Wildlife Service at the Anahuac NWR located in Anahuac, TX. The contract will be a firm-fixed-price, unrestricted award.

• Offerors must furnish all labor, supervision, tools, equipment, transportation, parts, materials, diagnostics, and incidental items necessary to diagnose and repair the government-owned Caterpillar D6K.

• Offerors must provide warranty documentation, including terms and duration.

• Offerors must identify the authorized repair service center and include documentation with a letter of agreement with any subcontractor.

• Omission of the above information will result in noncompliance and ineligibility for award.

• Contract Type: Firm-fixed-price.

• Period of Performance: May 28, 2026, to July 27, 2026.

• Delivery Date: July 27, 2026.

• Quotes must be submitted on company letterhead and emailed to khalilah.brown@fws.gov by May 25, 2026, at 9:00 AM EST.

• Quotes must include: Name of Firm, UEI, Subcontractor information (if applicable), Point of Contact, Phone, and Email.

• Evaluation Criteria: Quotes will be evaluated based on Best Value Trade Off. Factors include Technical Acceptability (demonstrated experience, delivery, warranty, compliance), Past Performance (three examples of similar work), and Price. Technical Acceptability and Past Performance are more important than price.

• This acquisition is unrestricted.

• The solicitation incorporates FAR clauses by reference. Offerors are responsible for reviewing and complying with all applicable clauses and provisions.

• Payment will be made via the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and restore the undercarriage system of a Caterpillar D6K LGP Dozer using Caterpillar (Cat) OEM parts. This includes replacing track rail assemblies, associated hardware, and the Program Monitor, along with inspecting and repairing other critical undercarriage components to ensure full operational capability.

• Replacement of existing track assemblies with new track rail assemblies and associated hardware.

• Furnishing and installation of new Caterpillar OEM parts, including specific undercarriage components (LINK AS-TRAC, LINK TCK MST, BOLT-TRACK, NUT-TRACK, BOLT TCK MST) and one DISPLAY GP (Program Monitor).

• Comprehensive inspection of the undercarriage system (idler wheels, track adjuster assemblies, hydraulic cylinders, rollers, sprockets, bushings, pins, recoil mechanisms) upon disassembly.

• Documentation of wear, damage, and components not meeting manufacturer specifications.

• Inspection and potential repair/replacement of idler wheels, track adjuster cylinders, and recoil assemblies.

• Removal, installation, programming, and calibration of the Program Monitor to manufacturer specifications.

• Reassembly and testing of all components according to manufacturer specifications.

• All work must meet Caterpillar OEM standards and contract requirements.

• Proper system configuration, software/firmware updates, integration with existing machine systems, and verification of full functionality for the Program Monitor.

• Operational testing to confirm proper track performance, undercarriage function, and monitor operation.

• All work must be completed within 30 calendar days from Notice to Proceed.

• Equipment transport within 45 miles of Winnie Depot (1035 W Buccaneer Drive, Winnie, TX 77665) is the responsibility of Refuge staff; beyond this distance, it is the contractor's responsibility.

• Only new, unused, and genuine Caterpillar OEM parts are permitted; substitutions require written approval from the Contracting Officer.

• Failure to include all required parts in the bid may result in the bid being determined non-responsive.

• Any additional parts or repairs identified during disassembly must be documented and submitted for approval prior to proceeding.

• An itemized invoice including labor, parts, and any additional approved work is required, along with a list of all replaced components and documentation of approved repairs.
