Statement of Work (SOW)

To install approximately 3,540 linear feet of new 4-strand barbed wire fence along the eastern boundary of Warbler Vista (Tract 11) within the Balcones Canyonlands National Wildlife Refuge (NWR), Marble Falls, TX. The fence will delineate boundary lines, prevent accidental trespassing, and avoid encroachment by neighboring landowners.

• Installation of a 4-strand barbed wire fence.

• Includes all materials, equipment, and labor.

• Fence line will follow the surveyed and posted Refuge boundary.

• Contractor must construct the fence within 12 inches of the boundary.

• Clearing of the fence path must use methods approved by the Refuge Manager with minimal soil disturbance; dozers are prohibited unless authorized.

• Certain trees and vegetation may be left on the fence path at the Refuge Manager's discretion.

• Existing gates are to be replaced with new high-quality ranch-type metal gates (approx. 8' wide).

• Fence posts (T-posts) to be set at 15' to 17' intervals, or closer on rough ground.

• Minimum of one metal stay spaced evenly between line posts.

• Barbed wire to be stretched uniformly tight.

• Bottom wire 18 inches above ground; subsequent wires at 12-inch intervals, with the top wire at 54 inches above ground.

• H-braces to be placed every 1,310 feet, or closer where needed for curves or shorter fence lines.

• Corner brace structures required for angles less than 120 degrees.

• Concrete requirements: minimum 3,000 PSI, mixed according to manufacturer's directions, not placed during freezing weather.

• Quality Control: Contractor shall establish and maintain quality control based on acceptable fencing trade or industry standards.

• Place of Performance: Balcones Canyonlands National Wildlife Refuge, 24518 E FM 1431, Marble Falls, TX 78654-4096.

• Performance start date to be determined after contract award.

• Performance end date: 60 days from the start date, unless extended by the Contracting Officer.

• Normal duty hours: Monday-Friday, 8:00 a.m. - 4:30 p.m.

• Contractor Qualifications: Must be licensed in accordance with State of Texas requirements.

• Site Access: Four-wheel drive vehicles, off-road utility vehicles, and heavy equipment allowed on Refuge roads. Some areas accessible only by walking.

• Environmental Hazards: Potential hazards include cactus, yucca, insects, poisonous spiders, snakes, sink holes, poison ivy, and wildlife.

• Protected Areas: Work is on a National Wildlife Refuge; plants and animals are protected. Nesting areas for endangered species are excluded from the project area.

• Site Visit Encouraged: Bidders are encouraged to visit the site before submitting bids.

• Government acceptance contingent upon completion and walk-through inspection.

• Evaluation Criteria: Award will be made to the responsible respondent submitting the quotation with the lowest evaluated price determined fair and reasonable.

• Key Deadlines:

  • Questions Due Deadline: Monday, June 1, 2026, by 10:00am (CDT).
  • Offers Due Date: June 19, 2026, by 09:00am (local time).

• Site Visit: An optional site visit is scheduled for May 27, 2026, from 10:00am – 11:00am (CDT) at Balcones Canyonlands NWR.

• This RFQ is set aside for small business concerns.

• Offerors must submit a completed SF 1442, completed Prices (Quote Schedule), and a separate price breakdown.

• All quotes must be submitted electronically via email.
