This solicitation is for the procurement and delivery of 1,400 tons of Natural Stone Rip-Rap for Shore Bank Stabilization for the U.S. Fish and Wildlife Service at the Hagerman NWR located in Sadler, TX. The contract will be a firm-fixed price award.

• Procurement and delivery of 1,400 tons of Natural Stone Rip-Rap.

• Rip-Rap size: 12 to 18 inches.

• Delivery Address: 2118 Hagerman Sandy Park Road, Sadler, TX 76264.

• Quarry Source Identification and Evidence of Material Availability are required.

• Contract Type: Firm-fixed price.

• Period of Performance: June 17, 2026, to September 30, 2026.

• Quotes must be submitted on company letterhead with the following information ITEMIZED:

  • Total Price for 1,400 tons of Rip Rap
  • Quarry Source Identification

• Quotes and questions must be emailed to khalilah_brown@fws.gov by June 11, 2026, at 5:00 pm EDT.

• Evaluation Criteria: Best Value - Trade Off. Quotes will be evaluated based on:

  • Technical Acceptability (Pass/Fail)
  • Past Performance (three examples of similar work)
  • Price (less important than technical and past performance)

• This acquisition is a 100% Total Small Business set-aside.

• Offerors must provide their UEI and confirm SAM.gov registration is current and active.

• Offerors agree to hold prices firm for 60 calendar days from the offer due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish, deliver, and stockpile 1,400 tons of 12 to 18 inch natural stone rip-rap for shore bank stabilization at Hagerman National Wildlife Refuge.

• Furnish and deliver 1,400 tons of specified rip-rap material.

• Stockpile rip-rap at the designated delivery location: 2118 Hagerman Sandy Park Picnic Rd, Sadler, TX 76264.

• Stockpiling to be in a consolidated fashion or as directed by a U.S. Fish and Wildlife Service employee.

• Material must be 12 to 18 inch natural stone rip-rap.

• Weight tickets prepared by certified weighmasters are required for payment, including specific details (date, truck number, gross/tare/net weight, time, weigh-master signature).

• Delivery Location: 2118 Hagerman Sandy Park Picnic Rd, Sadler, TX 76264.

• Delivery Schedule: To be delivered upon request with a two-week notice. Completion no later than 60 days after award.

• Contractor must provide a price per ton, including all associated costs (labor, equipment, materials, weighing, testing, transportation, overhead, profit, taxes).

• Contractor is responsible for obtaining any necessary permits.

• Power and water are not available at the site; contractor must arrange for these if needed.

• Work hours are limited to Refuge hours: 7:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise approved.

• Contractor must remove and legally dispose of surplus waste, trash, and debris off Refuge property.

• Contractor must stay on designated roads and obey posted speed limits.

• Submit product data for rip-rap material with the proposal.

• Provide weight tickets to the Government representative with each load delivered.
