• Required submission items include: Completed SF 1442, completed Prices (Quote Schedule), a separate breakdown of price, and any other required information outlined in the solicitation.

• Evaluation will be based on Lowest-Price Technically Acceptable (LPTA).

• A site visit is scheduled for Thursday, June 11, 2026, from 9:00 AM - 10:00 AM CDT at U.S. Fish & Wildlife Service @ Hagerman NWR.

• This RFQ is set aside for small business concerns.

• Offerors must have an active Federal Government contracts registration in the System for Award Management (SAM.gov) at the time of award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for the fabrication, delivery, and installation of a single, ADA-compliant, environmentally compliant, pre-cast concrete waterless vault restroom at the Sandy Day Use Area of Hagerman National Wildlife Refuge (HNWR) in Sherman, TX. The project aims to replace an existing, dilapidated restroom that lacks optimal accessibility and environmental compliance.

• Fabrication, delivery, and on-site installation of an ADA-compliant, pre-cast concrete vault waterless restroom.

• Includes all necessary earthworks (pad development, excavation, backfill, grading) and site preparation.

• Contractor must provide a crane and operator for offloading and placement of the new structure.

• The new unit must be aesthetically pleasing, highly functional, low maintenance, and resilient to weather.

• Specific requirements include:

  • Pre-cast concrete unit with customer-selected wall/roof texture and one or two-tone color.
  • ADA-compliant signage (Men/Women/Accessible).
  • "Do not place trash in toilet" signage.
  • Standard wall vents, roof vent cover to prevent bird access, privacy latch ADA handle, and expanded size toilet paper holder.
  • Passive ventilation design and long-term functionality.

• Contractor is responsible for all labor, supervision, materials, and equipment.

• Contractor must provide a 1-year labor and materials warranty.

• Installation must comply with manufacturer's recommendations, industry standards, and local, State, and Federal law.

• Specific acceptance criteria include:

  • Site Preparation: Proper orientation, excavation depth (4.5-5 ft), sub-base compaction, and leveling course.
  • Vault & Structural Installation: Sealed interior vault surfaces (non-bituminous), floor slope (1/2 inch per foot towards door), non-porous/light-colored walls, and watertight integrity between floor and vault.
  • Venting & Odor Management: Vent stack at least 3 ft above roofline, clear airflow path, and appropriate screening.
  • Final Fixtures & Accessibility: Sealed cleanout cover, smooth ADA transition at doorway, functional hardware, and installed supplies.
  • Post-Installation Cleanup: Proper backfill and site restoration with final grading and seeding.

• Place of Performance: Sandy Day Use Area, Hagerman National Wildlife Refuge, 6465 Refuge Road, Sherman, TX 75092 (Lat: 33.758077°N; Long: -96.788983°W).

• Period of Performance: Anticipated completion within 180 days of the Notice of Award.

• Normal Duty Hours: Monday-Friday, 8:00 a.m. - 4:00 p.m. CDT.

• Contractor must possess knowledge and skills in prefabrication, delivery, offloading, placement, and understanding of vault toilet design and functionality.

• Contractor must provide engineering plans for the building.

• Government will provide site access and necessary permits/consents.

• Contractor must contact the Technical Coordinator at least two weeks prior to delivery to arrange a date and time.

• Contractor shall provide printed and electronic manuals and/or technical specifications on replacement parts.
