This solicitation is for the procurement and delivery of limestone gravel (SOUTH) for the U.S. Fish and Wildlife Service/McFaddin National Wildlife Refuge located in Sabine Pass, Texas. This is the second of two solicitations for a gravel requirement at McFaddin NWR, specifically for the "South" location.

• Procurement and delivery of limestone gravel (Grade A, Road B).

• Maximum quantity not to exceed 2,325 tons.

• Delivery location: McFaddin NWR, Sabine Pass, Texas.

• Delivery Coordinates: 29°41'21.39"N, 94° 9'28.13"W.

• This is a 100% Total Small Business set-aside.

• Contract type: Firm-fixed price.

• Period of Performance: July 1, 2026, to September 30, 2026.

• Quotes must be submitted via email to khalilah.brown@fws.gov by April 1, 2026, at 5:00 PM EST.

• Quotes must be on company letterhead and include:

  • Unit price (per Ton)
  • Total quoted price
  • Price validity period
  • Product data sheet of supplies

• Vendor must state the number of loads deliverable per day and estimated lead time.

• Evaluation Criteria: Best Value, based on technical acceptability, competitive delivery lead time, and lowest price. Positive past performance history will also be considered.

• 100% Total Small Business set-aside.

• This is the second of two solicitations for this gravel requirement.

• The Government is not obligated to order the maximum quantity.

• Offerors must be registered in SAM.gov and their registration must be current and active.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and deliver up to 2,325 tons of Grade A limestone road base to the McFaddin National Wildlife Refuge.

• Deliver Grade A limestone road base using belly dump trailers.

• Spread the road base on existing improved and unimproved roads within the refuge.

• Deliveries are restricted to Monday through Friday, between 7:00 am and 4:30 pm.

• Turnaround locations will be specified by refuge staff to minimize environmental impact.

• Deliveries must not exceed 2,325 tons; any excess tonnage will be at the contractor's expense.

• A minimum of fifty (50) loads must be coordinated for delivery per day, with at least 24 hours' notice.

• Government acceptance is contingent upon the successful delivery of Grade A Limestone Road Base.

• Place of Performance: McFaddin National Wildlife Refuge, with specific delivery coordinates provided (29°41'21.39"N, 94° 9'28.13"W).

• Period of Performance: July 1, 2026, to September 30, 2026.

• Contractor must provide emergency contact information.

• Normal duty hours are Monday-Friday, 8:00 am - 4:30 pm. Non-duty hours include evenings, weekends, and Government holidays.
