This solicitation is for the replacement of garage doors at the McFaddin National Wildlife Refuge (NWR). The selected offeror will be responsible for providing all labor, equipment, materials, tools, and incidental items necessary for the project, as detailed in the Statement of Work.

• Offerors must provide all labor, equipment, materials, tools, and incidental items.

• A separate breakdown of price is required in addition to the Quote Schedule.

• The estimated construction contract price is between $25,000 and $100,000.

• Contract Type: Firm Fixed Price Construction Purchase Order.

• Period of Performance: 10 calendar days for performance initiation after award, with a total completion time of 53 calendar days.

• Proposals must be submitted via email to Christina_Mann@ios.doi.gov by May 7, 2026, at 9:00 am CDT.

• Offerors must submit a completed SF 1442, completed Prices (Quote Schedule), a separate price breakdown, and any other required information.

• The award will be made to the responsible respondent submitting the quotation with the lowest evaluated price determined fair and reasonable, without discussions.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• A site visit is scheduled for May 5, 2026, from 8 am-9 am CDT at the McFaddin National Wildlife Refuge. RSVP is required 24 hours prior to the visit.

• Questions are due by May 7, 2026, at 9:00 am CDT and must be submitted in writing to Christina Mann via email.

Statement of Work (SOW)

To replace the existing deteriorating security fence around the shop facility at McFaddin NWR, located at 5632 Clam Lake Rd., Sabine Pass, Texas 77655. The new fence is intended to secure facilities, equipment, and materials from theft and vandalism.

• Removal and hauling off of the existing fence.

• Installation of approximately 921 linear feet of new 7' tall galvanized chain link fence.

• Materials to include 9 gauge mesh, 3” sch 40 corner, gate, and terminal posts set in concrete, 1 5/8" sch 40 line posts, 1 5/8" sch 40 top rail, and 3 strands of barbed wire above the top rail.

• Spacing between fence posts not to exceed 10 feet.

• Installation of one 5' sch 40 walk gate.

• Installation of one 20' sch 40 double gate.

• Installation of one 40' sch 40 double gate using 6 5/8" sch. 40 gate posts set in concrete.

• Contractor shall clean up and haul off all debris.

• Site must be secured prior to any weekend or holiday.

• All materials must be galvanized.

• Materials must be verified prior to installation to meet requirements (e.g., galvanized, gauge).

• Government acceptance is contingent upon satisfying all requirements outlined in sections 3.1-3.9.

• Place of Performance: 5632 Clam Lake Rd., Sabine Pass, Texas 77655.

• Period of Performance: 53 days.

• Normal duty hours: Monday - Friday, 8:00 a.m. - 4:30 p.m. Contractor must provide emergency contact information.

• Non-duty hours include evenings, weekends, and Government holidays.

• Awardee must have experience in chain link security fence construction.

• No Government-Furnished Equipment (GFE) or Information (GFI) will be provided.

• A Data Management Plan (DMP) is referenced but not required for this project (Section 5.1 states None).
