Quick Summary

The National Institute of Standards and Technology (NIST), under the Department of Commerce, has issued a Notice of Intent to Sole Source a service contract for the Tystar MiniTytan 4600 furnace. This critical equipment, located at the Boulder Micro-Fabrication Facility (BMF) in Boulder, Colorado, requires specialized maintenance to ensure high uptime for depositing high-quality dielectric films. NIST intends to award a firm-fixed-price purchase order to Tystar Corporation. Interested parties who believe they can meet the requirements must submit their capabilities by April 2, 2026, at 10:00 AM Eastern Time.

Purpose & Overview

This is a Notice of Intent, not a request for quotation. NIST plans to negotiate a firm-fixed-price purchase order with Tystar Corporation for a service contract covering atmospheric and Low-Pressure Chemical Vapor Deposition (LPCVD) tube changes, annual preventative maintenance (PM), and emergency maintenance visits for the Tystar MiniTytan 4600 furnace. This is crucial for the continued operation of a mission-critical tool.

Scope of Work

The contractor shall provide a comprehensive service maintenance agreement for one Tystar MiniTytan 4600 furnace. This includes all planned materials, consumables, travel, labor, equipment, and expenses for the following:

  • Preventative Maintenance (Base Period): Annual PM service on the furnace (four tubes and the unit), configuration backups, service in an ISO class 5 cleanroom, supply of all parts and labor, ensuring operation to OEM specifications, and a detailed service report within one week.
  • Optional Tasks (Atmospheric & LPCVD Tube Replacement): Replacement of process tubes and specified parts (sheathes, thermocouple, gaskets, O-rings) according to OEM guidelines in an ISO class 5 cleanroom, with all parts and labor included. Reports required within one week.
  • Optional Tasks (Emergency Maintenance and Repair): Provision of all necessary parts, labor, travel, and resources to maintain or repair the system to meet or exceed OEM specifications.

Contract Details

  • Contract Type: Firm-Fixed-Price Purchase Order
  • Duration: A base period of twelve (12) months, plus four (4) 12-month option periods. Estimated start date: June 1, 2026.
  • NAICS Code: 333242 – Semiconductor Machinery Manufacturing (Small Business Size Standard: 1,500 employees).
  • Set-Aside: None (Sole Source)
  • Place of Performance: NIST 325 Broadway, Boulder, Colorado.

Sole Source Determination

The Tystar MiniTytan 4600 furnace is critical for mission-critical operations. NIST states that furnace schematics, software, hardware, and electronic components are proprietary to Tystar. Only Tystar possesses the specialized knowledge, authorized parts, and technical expertise to service the system to OEM specifications.

Special Requirements

  • Personnel: Must be factory-trained by Tystar and pass government background checks for site access.
  • Compliance: Contractor employees must adhere to NIST safety regulations and security requirements.
  • Materials: Contractor is responsible for supplying all necessary materials.
  • Payment: Invoiced in arrears, Net 30-day terms upon acceptance.
