Scope of Work

The BIA seeks a contractor to provide a turnkey, commercial off-the-shelf (COTS) ELP assessment solution with end-to-end services. Key components include:

  • Assessment Administration: Online and paper-based assessments.
  • Student Registration Portal: Development and maintenance of a secure online portal integrated with BIE's Student Information System (NASIS).
  • Training Support: End-user training.
  • Scoring and Reporting: Accurate and timely reporting in multiple formats.

Key Information Sought

This RFI aims to gather feedback on the feasibility of fulfilling the full scope of services. Vendors are asked to address:

  • Feasibility: Ability to fulfill all SOW components, and identification of parts requiring subcontracting.
  • Staffing & Recruitment: Experience with Native American populations, challenges in rural/tribal communities, and creating culturally relevant test materials.

  • Compliance & Documentation: Experience with Student Information Systems (SIS), APIs, Infinite Campus products, and assessment data reporting systems.
  • Recommendations: Suggestions for performance metrics or deliverables.
  • Vendor Type: Classification (e.g., ISBEE, SBA, Large Business) and primary business in K-12 Assessments.

Performance & Compliance Requirements

  • Performance: 100% scoring accuracy, timely/accurate reporting, integration with BIE systems (NASIS, Data Warehouse), scalability, customization, and helpdesk response times (max 15-minute hold).
  • Compliance: Adherence to federal privacy, security, and accessibility standards (FERPA, COPPA, CIPA, FISMA, FEDRAMP, Section 508, NIST standards).
  • Personnel: Mandatory background checks, U.S. citizenship, PIV cards on school campuses, and mandatory training.

Period & Place of Performance

All work must be performed at the Contractor's location(s) within the continental United States (CONUS), with data not stored outside CONUS. The services will cover 183 Bureau-funded elementary and secondary schools across 23 states.
