Scope of Work
WAPA requires highly specialized and tailored training, including specific certifications such as Stop-the-Bleed and American Heart Association (AHA) First Aid/CPR/AED, integrated with advanced trauma response techniques for remote, high-risk environments. The training must be specifically adapted for WAPA's unique operational context. Key requirements include:
- Training based on national standards (U.S. DoD Tactical Combat Casualty Training, American College of Surgeons, NAEMT).
- Nationally recognized Stop-the-Bleed certification.
- AHA two-year First Aid, CPR, AED certifications.
- Instruction on techniques such as patient stabilization, extended care, prolonged rescue considerations, common injuries, casualty evacuation, pre-event planning, post-incident considerations, medical kit assessment, and emergency response team management. The training will be provided onsite with an 8:1 instructor-to-student ratio, including materials and post-class resources, for up to 85 employees per class. Training dates are April 21-22, 2026 (Montrose, CO) and May 5-6, 2026 (Loveland, CO).

Evaluation
This is not a request for competitive proposals. WAPA's Safety and Occupational Health Department has determined Independence Training as the source for consistency and continuity. However, responsible sources may submit a capability statement demonstrating their ability to satisfy all Government requirements. The Government's determination not to compete based on responses is at its sole discretion.
