Purpose & Scope
This notice is for market research only and is not a Request for Proposal (RFP) or Invitation for Bid (IFB). The BIE FACE program seeks to procure vendor services to provide a digital platform, professional development, and tailored content. The objective is to integrate evidence-based, high-quality resources to empower families and educators in promoting early literacy, numeracy, and socio-emotional development, with a focus on culturally relevant and accessible learning experiences.
Key Requirements & Deliverables
The vendor will supply a digital platform with video-based learning activities in English and Spanish, offering video-modeled learning strategies. Services must be customized for the BIE FACE program, addressing the unique needs of Adult Education and Family Enrichment components. Deliverables include:
- Digital access for all FACE program families and educators.
- Professional development and training sessions for FACE staff.
- Technical support and ongoing implementation guidance.
- Regular engagement and performance reports.
- Data integration with the FACE Portal. The digital platform must integrate with the Teaching Strategies for Early Childhood curriculum, and content must reflect diverse cultural and linguistic backgrounds. BIE retains sole ownership of all data collected.

Eligibility & Set-Aside
All businesses working with BIE must have active registration in the System for Award Management (SAM) Database. BIE will determine if a set-aside (in full or in part) or full and open competition is in their best interest based on responses. Indian-owned businesses are strongly encouraged to respond as a prime or subcontractor.
