Purpose
The IBC is conducting market research to identify qualified vendors capable of providing webinar support services. The information gathered will assist in determining industry capabilities for a future requirement, specifically for the USAB's training programs related to the Americans with Disabilities Act (ADA), Architectural Barriers Act (ABA), and Section 508 of the Rehabilitation Act.
Scope of Work
The requirement involves providing full-service webinar support, including:
- Conducting approximately 16 webinars annually: 10 ADA/ABA sessions and 6 Section 508 sessions.
- Each webinar will be approximately 90 minutes long, accommodating an average of 500-650 participants, potentially exceeding 1,000.
- Providing all necessary hardware, software, and associated webinar costs, including ownership of a webinar platform.
- Ensuring webinars are archived and available on a USAB-branded webpage, compliant with Section 508 and WCAG 2.2 Level AA.
- Managing participant registration, promoting webinars, and handling the CEU process and certificate issuance.
- Providing live closed captioning and integrating live American Sign Language (ASL) interpreters.
- Offering YouTube live streaming when registration capacity is met.
- Utilizing a Section 508 conformant and accessible webinar platform and providing an Accessibility Conformance Report (ACR).
- Archiving and making available existing USAB archived webinars.
- Providing technical support for USAB and presenters.
- Administering digital evaluations and compiling results.
- Offering CEU credits for ADA/ABA sessions and at least eight pre-recorded ADA/ABA sessions.
Key Requirements
Prospective suppliers must demonstrate:
- Accreditation from AIA, AICP, CRCC, and LA CES upon award.
- Demonstrated experience with webinars for individuals with disabilities (vision, hearing, speech, mobility) and assistive technologies (e.g., Jaws, Window Eyes, ZoomText).
- Experience providing help desk and technical assistance for users of assistive technology.
- Compliance with Federal laws and regulations regarding computer security, information security, and privacy, including developing and maintaining an IT Security Plan.
- All Information and Communication Technology (ICT) must comply with Section 508 of the Rehabilitation Act and WCAG 2.2 Level AA.
