Sole Source Justification

This document justifies a sole source acquisition for continued access and use of the Performance Improvement Management System (PIMS) for the Department of Veterans Affairs (VA) wide. PIMS is a mission-critical system supporting emergency preparedness and response, including exercises, inspections, performance assessments, fiscal accounting, and personnel deployments. The justification aligns with the Revolutionary FAR Overhaul (RFO) and Executive Order 14275.

• Continued VA-wide access and online management of key emergency preparedness and response modules.

• Support for development and execution of exercises, inspections, performance assessments, fiscal accounting, and personnel deployments.
