Purpose
This Sources Sought notice is for market research purposes only, in accordance with FAR Part 10. The Government seeks information from organizations capable of providing a holistic leadership development program concept and supporting capabilities at the university level for senior leaders within the DON. This is not a solicitation and does not guarantee a future contract award.
Scope of Work
The contractor shall design and deliver two customized graduate or post-graduate level executive learning programs annually for DON SES Tier 2 and Tier 3 leaders, and DON Tier 1 (Emerging Executives). These programs, including the DON Executive Leadership Program (DELP) and Career Executive Leadership Program (CELP), will be five-day in-residence events for approximately 20 attendees each. Additionally, six one-day leadership workshops will be delivered annually for approximately 30 executive and emerging leader participants.
The program must align with the DON executive competency model and OPM's Executive Core Qualifications (ECQs), incorporating academic leadership frameworks and evidence-based practices. Instructional design should utilize the ADDIE model and include technology-driven options for virtual delivery. The contractor will also provide a Senior-Level Consultant (Master's degree or higher, 15+ years relevant experience, Federal agency/DoD/DON knowledge) and executive coaching support (ICF or globally recognized certification).

Place of Performance
Work will primarily be performed at the Contractor’s site. Planning meetings, program events, and leadership workshops may be held at DON facilities in the Washington DC metro area. Online offerings will be virtual, with on-demand availability for at least 30 days.
