Request for Information (RFI) / Sources Sought

This RFI is for market research purposes to identify potential qualified sources for an online interactive screening program for the Department of Veterans Affairs (VA), VISN 05 Network Contracting Offices. It does not constitute a solicitation, and responses will not be considered offers. The VA is seeking information on vendors capable of providing an online interactive screening program to assist the Veterans Crisis Line (VCL).

• Provide an online interactive screening program.

• Grant the VCL a license to use the program.

• Assist VCL staff in training Chat Crisis Responders on program use.

• Provide ongoing technical assistance and support.

• Collect and evaluate quantitative data on program utilization and outcomes.

• Develop, implement, and assist in evaluating an online, evidence-based assessment tool for mental health issues and suicidal behavior risk.

• The tool must be accessible via smartphone/mobile devices and include a version for family members/advocates.

• User assessments should be classified into four risk tiers and routed to a live Chat Crisis Responder.

• The contractor will collaborate with VCL on data analysis, interpretation, and presentation of findings.

• Period of Performance: One base year (April 1, 2026 – March 31, 2027) with four (4) 12-month option periods.

• Interested sources should submit company name, address, point of contact, SBA certifications, business size status (relative to NAICS 518210), experience description, FSS GSA/NAC contract number (if applicable), general pricing, DUNS/UEI number, and estimated timeline for completion.

• Capabilities statements regarding salient characteristics and "equal to" items are requested.

• Feedback on salient characteristics/SOW is requested.

• Automatically classifying user submissions into four suicide risk tiers and routing to a live Chat Crisis Responder.

• Collaborating with VCL on an evaluation plan and analysis of collected data.

• Period of Performance: One base year (April 1, 2026 – March 31, 2027) with four (4) 12-month option periods.
