Sources Sought Notice

This notice is for market research purposes only, issued by the Department of Veterans Affairs (VA) to gather information from responsible and capable vendors. The VA is seeking support for its Women’s Health Mini-Residency for Rural Providers and Nurses program, which aims to train rural clinicians to deliver comprehensive women's health care across the VHA enterprise. This notice does not constitute a solicitation, and no award will be made based on it. Costs for responding will not be reimbursed.

Approximately 27% of women veterans reside in rural areas, where clinical training gaps exist. The VA has been delivering this mini-residency training since 2008 and requires expanded delivery of a specialized rural-focused curriculum.

The contractor will support the delivery of the Women’s Health Mini-Residency at up to 40 rural sites nationwide over a 12-month period. Key capability areas include:

• Providing a trained team: Physician Instructor, Nurse Instructor, Gynecological Teaching Associate (GTA), and Equipment Support Individual (ESI).
• Delivering VA/OWH-developed curriculum via hybrid (virtual and in-person) format.
• Providing hands-on simulation instruction.
• Managing Government Furnished Equipment (GFE), including transport, inventory, and setup.

Performance Work Statement (PWS)

To improve familiarity, knowledge, and skills of rural primary care providers and nurses in women's health topics, thereby increasing the number of and access to Women's Health Primary Providers (WH-PCPs) and nurses trained in women's health in rural areas, ultimately enhancing the healthcare women Veterans receive.

• Provide a trained team (physician instructor, nurse instructor, gynecological teaching associate (GTA), and equipment support individual (ESI)) to deliver interprofessional Women's Health Mini-Residency training to cohorts of 2-12 clinical learners at up to 40 rural VHA clinical sites across the U.S. and its territories.
• Training includes small-group case facilitation, hands-on clinical simulation, team-based process improvement, and structured participant feedback.
• Contingency delivery allows for virtual portions if in-person delivery is impacted by events like pandemics or disasters.
• ESI staff will provide onsite presence for one-half day prior to training for setup.
• Contractor must provide alternate or back-up personnel for all key roles.

One (1) year from the date of award.

• Firm Fixed-Price contract anticipated.

• Physician and Nurse Instructors: Minimum 3 years of clinical care experience in women's health outpatient settings, minimum 1 year experience as an educator, strong communication skills, and relevant medical degrees/licenses.

• Gynecological Teaching Associate (GTA): Minimum 1 year experience teaching breast and pelvic examination, appropriate physical attributes, and strong communication skills.

• Equipment Support Individual (ESI): Computer literate, strong organizational skills, knowledge of clinical simulation equipment, and valid driver's license.

• "Kick-off" meeting within 3 business days of award.

• Monthly progress, status, and management reports.

• Documentation of instructor/GTA/ESI training and mastery.

• Post-training reports from instructors, GTA, and ESI.

• Attendance documentation for post-training feedback sessions.

• Travel is required for "train-the-trainer" workshops and all training events across the U.S. and its territories.

• Travel must be pre-approved by the Contracting Officer's Representative (COR).
