Statement of Work (SOW)

To provide Complete Decongestive Therapy (CDT) certification training to six (6) registered nurses employed by the VA Northern California Health Care System (VANCHCS) to expand clinical capacity in lymphedema assessment and treatment.

• Provide a comprehensive CDT certification course in a hybrid format (remote pre-study and in-person onsite training).

• Training must meet educational and clinical hour requirements for the Certified Lymphedema Therapist (CLT) examination administered by the Lymphology Association of North America (LANA).

• Provide all instruction, course materials, and equipment for training purposes.

• Deliver a certificate of completion for each successfully trained participant.

• Training Content: Anatomy and physiology of lymphatic/venous systems, pathophysiology of lymphedema, patient assessment, Manual Lymphatic Drainage (MLD) techniques, compression bandaging, garment selection, therapeutic exercise, skin/wound care, patient education, and ethics.

• Hybrid Format:

  • Phase 1 (Remote): Independent pre-study via online modules, readings, videos. Materials to be provided 60-90 calendar days prior to onsite start date (no later than September 6, 2026, and no earlier than October 6, 2026).
  • Phase 2 (Onsite): In-person training in Sacramento, California, from December 5, 2026, through December 13, 2026 (9 consecutive days), focusing on hands-on skills.

• Total Hours: Minimum 135 contact hours.

• Course Materials: Printed/electronic manuals, bandaging/MLD kits, access to online learning management system (LMS).

• Assessments: Conduct written and/or practical competency assessments.

• Reporting: Submit training schedule, participant progress reports, certificates of completion, and a final performance report.

• Period of Performance (POP): Date of contract award through December 13, 2026 (FY2026-FY2027).

• Place of Performance: Sacramento, California, for the in-person component. Remote pre-study is independent.

• Accreditation: Training must be provided by a LANA-accredited institution meeting LANA eligibility criteria.

• Instructor Qualifications: Instructors must hold a current CLT-LANA credential or equivalent, with a minimum of three (3) years of clinical/instructional experience in lymphedema therapy.

• Compliance: Adhere to VA facility access, badging, safety requirements, and applicable Federal, VA, and VHA regulations (e.g., FAR, VAAR, HIPAA).

• Government-Furnished Information: Names/contact info for participants, COR contact, access to VA facilities if applicable.

• Security: No access to VA sensitive data or systems required, unless approved and compliant with VA Directive 6500.

• Quality Assurance: Performance evaluated based on timeliness, participant satisfaction, successful issuance of certificates, and instructor qualifications.

Sources Sought Announcement

This is a Sources Sought Announcement (SSA) for Complete Decongestive Therapy (CDT) Certification Training for the Department of Veterans Affairs (VA) Northern California Health Care System (VANCHCS). The VA is gathering information to determine its procurement strategy and is not issuing a solicitation at this time. All information provided is preliminary and subject to change.

• Provide Complete Decongestive Therapy (CDT) Certification Training.

• A draft Statement of Work (SoW) is attached, detailing specific requirements.

• Training must be available in Sacramento, CA, as VA staff will not be authorized to travel for training. Hybrid (online) training options are also being considered.

• The projected Period of Performance for the Base Year is May 1, 2026, to December 13, 2026.

• The training is for 6 VA Personnel (RNs).

• Interested contractors must respond via email to Timothy.Smith9de3@va.gov by 15:00 P.M. PST on March 9, 2026.

• Responses will be used to determine the Government's business type decision and procurement strategy.

• Failure to provide requested information will be considered non-responsive.

• The North American Industry Classification System (NAICS) Code is 611430 (Professional and Management Development Training), with a small business size standard of $15 Million.

• Contractors must be registered in the System for Award Management (SAM).

• SDVOSB and VOSB firms must be registered with the Small Business Administration at the time of submission.

• The announcement includes questions regarding company socioeconomic status, capabilities, and subcontracting plans, referencing Limitations on Subcontracting requirements (FAR 52.219-14 and FAR 52.219-27).

• This is NOT a solicitation; no contract will be awarded based on this announcement.
