Purpose & Scope of Work

Vendor Requirements
Vendors must offer assessments from multiple established vendors, provide documentation demonstrating validity, reliability, and methodological soundness, and offer licensing or subscription options for large-scale government administration. Support services (user documentation, technical support) and reporting capabilities with export mechanisms (CSV, API) are also required. The government retains full ownership and unlimited rights to all assessment data and analytics outputs.
Key Information Requested (RFI)
Respondents are asked to submit a capability statement (limited to 8 pages) addressing their approach to providing skills assessments. Areas of interest include assessment product overview, technical requirements, alignment with VA OIT needs (including DCWF and NIST NICE frameworks), handling new roles, and a detailed cost breakdown. Examples of reports should also be provided.
