Key Requirements
Respondents must submit a Whitepaper (max 10 pages, excluding cover page, Letter of Attestation, and Rough Order of Magnitude) outlining their proposed project. A Letter of Attestation (LOA) from a partnering FAA UAS Test Site is mandatory. Projects must be operationally ready and relevant to safe UAS integration. Deliverables for selected projects may include kickoff briefings, schedules, data analysis plans, safety risk assessments, flight test plans, and various reports.
Contract Details
This is a cost-sharing contract, with the FAA contributing no more than 50% of the total project cost (minimum 1:1 cost-share). The anticipated funding for Call 001-2026 is $12,000,000, subject to availability, to be divided equally among designated UAS test sites. The FAA anticipates awarding at least 7 contracts, one associated with each FAA UAS Test Site. Offerors are recommended to submit White Papers with a total FAA share not exceeding $1,333,333. Anticipated award date is on or before September 30, 2026.
Submission & Evaluation
This is a two-step process: Whitepaper submission followed by a potential Request for Proposal (RFP) for selected concepts.

Eligibility
There is no specific set-aside for this opportunity. Respondents must partner with one of the seven designated FAA UAS Test Sites. Foreign entities are accepted unless on the Specially Designated Nationals List.
