Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The U.S. Department of Homeland Security (DHS), Science and Technology Directorate (S&T) is conducting market research through a Request for Information (RFI) to identify industry capabilities for kinetic mitigation of small Unmanned Aerial Systems (sUAS). This RFI will inform a kinetic mitigation demonstration scheduled for November 2026. Responses are due June 27, 2026.

Scope of Work

DHS S&T/MCS seeks to evaluate the current market for kinetic mitigation systems, including Global Navigation Satellite System (GNSS) denial, for countering Group 1 (0-20 lbs.) and Group 2 (21-55 lbs.) UASs. The demonstration will explore various kinetic mitigation methods such as projectile, collision, containment, microwave, acoustic, laser, and non-nuclear electromagnetic pulse (NNEMP). Key areas of focus include:

  • Developing scenarios and use cases for kinetic mitigation.
  • Identifying potential outcomes and measuring collateral effects.
  • Establishing risks of kinetic mitigation in homeland security missions.
  • Assessing potential collateral damage from falling debris, missed targets, electromagnetic interference, hazardous materials, and risks to personnel or networked systems.

Contract & Timeline

  • Type: Request for Information (RFI) / Sources Sought
  • Purpose: Market research for a future demonstration, not a solicitation for contract award.
  • Set-Aside: None specified. Requires Technology Readiness Level (TRL) of three (3) or above.
  • Response Due: June 27, 2026, at 4:00 PM ET
  • Published: May 27, 2026

Submission & Evaluation

Responses should be submitted via email to sandtcuasprogram@hq.dhs.gov. Submissions must include a system description, operational concept, TRL, technical specifications, support concept, engagement method, regulatory information, Rough Order of Magnitude (ROM) for cost, maintenance, and performance metrics. Respondents should indicate their availability to demonstrate their system in November 2026 (California, Florida, Nevada, Oklahoma, or Texas) or July 2025 (North Dakota). Responses will be evaluated for technical merit, range of capabilities, and applicability. Selected participants may be invited to a demonstration, potentially through a Cooperative Research and Development Agreement (CRADA).

Additional Notes

This RFI is for information gathering only; it does not constitute a solicitation or commitment to contract. No costs incurred in responding or participating will be reimbursed. Submissions are limited to one topic area per response and must be unclassified. The Government will not provide feedback on submissions.
