Scope of Work
DHS S&T/MCS seeks to evaluate the current market for kinetic mitigation systems, including Global Navigation Satellite System (GNSS) denial, for countering Group 1 (0-20 lbs.) and Group 2 (21-55 lbs.) UASs. The demonstration will explore various kinetic mitigation methods such as projectile, collision, containment, microwave, acoustic, laser, and non-nuclear electromagnetic pulse (NNEMP). Key areas of focus include:
- Developing scenarios and use cases for kinetic mitigation.
- Identifying potential outcomes and measuring collateral effects.
- Establishing risks of kinetic mitigation in homeland security missions.
- Assessing potential collateral damage from falling debris, missed targets, electromagnetic interference, hazardous materials, and risks to personnel or networked systems.

Submission & Evaluation
Responses should be submitted via email to sandtcuasprogram@hq.dhs.gov. Submissions must include a system description, operational concept, TRL, technical specifications, support concept, engagement method, regulatory information, Rough Order of Magnitude (ROM) for cost, maintenance, and performance metrics. Respondents should indicate their availability to demonstrate their system in November 2026 (California, Florida, Nevada, Oklahoma, or Texas) or July 2025 (North Dakota). Responses will be evaluated for technical merit, range of capabilities, and applicability. Selected participants may be invited to a demonstration, potentially through a Cooperative Research and Development Agreement (CRADA).
