Justification & Response
This action is justified under 10 U.S.C. 3204 (a)(1) and FAR 6.302-1, citing "Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements." Textron Aviation is identified as the sole designer, developer, and manufacturer of the UC-12W+ aircraft, possessing the exclusive knowledge, experience, and technical data necessary to meet the Government's requirement.
This notice is an intent to award sole-source and is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement by the stated due date. The Government does not intend to fund the development or qualification of other sources. Any capability statements received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
