Quick Summary
The U.S. Air Force is soliciting proposals for a UK-Wide Consolidated CCTV Blanket Purchase Agreement (BPA) to provide comprehensive CCTV support, including equipment, installation, and maintenance, at multiple Royal Air Force (RAF) locations across the United Kingdom. This opportunity aims to establish a fully functional, integrated, and sustainable CCTV capability. Quotes are due by April 24, 2026, at 11:00 AM.
Scope of Work
The contractor will provide non-personal services, including all personnel, equipment, tools, and supervision, for CCTV systems at RAF Lakenheath, Mildenhall, Alconbury, Molesworth, Croughton, Fairford, Blenheim Crescent, Menwith Hill, Welford, Barford St. John, and Feltwell. Services encompass procurement, design, installation, lifecycle maintenance, system integration, and modernization. Equipment must meet minimum performance standards outlined in the Performance Work Statement (PWS) and conform to ONVIF Profile S and T standards for interoperability. Key performance metrics include on-site response within 48 hours for critical failures and restoration within 72 hours.
Contract Details
This is a Combined Synopsis/Solicitation for commercial products and services. The government intends to award up to two (2) Multiple Award Blanket Purchase Agreements (BPAs). The total aggregate value for all call orders under these BPAs will not exceed $5,000,000.00. The ordering period is five (5) years, from May 18, 2026, to May 17, 2031. Individual call orders will have a maximum limitation of $500,000.00 and a minimum of $100.00. This acquisition is not set-aside for small business concerns.
Submission & Evaluation
Quoters must submit a quote consisting of three volumes: Executive Summary, Technical (including a Performance Management Plan), and Price Schedule. Quotes must be clear, concise, and provide sufficient detail for evaluation. The Technical Factor will be evaluated on an Acceptable/Unacceptable basis, and Price Reasonableness will be assessed. Award will be made to the two (2) responsible Quoters whose submissions are technically acceptable and offer the most advantageous value to the Government. The Government reserves the right to award without negotiations.
Key Clarifications & Requirements
Recent Q&A clarifies that bidders must price the exact manufacturer/model line items listed in Attachment 2 – Pricing Schedule for the primary quote. Substitutions or non-listed items require prior written Contracting Officer approval and will undergo a separate security review by the Office of Special Investigations (OSI). Approved alternatives will be added to the BPA price list for future competition. Integration with existing Government-furnished VMS will be addressed at the individual call-order level. For components like SFPs, UPS, and HDDs, bidders should propose a range of compatible options due to varying site requirements.
