Scope of Work
This opportunity requires vendors to deliver high-quality group language classes in both Ukrainian and Russian. Key requirements include:
- Conducting classes twice per week, each 60 minutes, Monday-Friday (8:00 a.m. to 6:00 p.m.), excluding U.S. Embassy Kyiv holidays.
- Limiting group size to a maximum of six (6) participants per class.
- Developing a curriculum emphasizing speaking, listening, reading, and writing skills relevant to diplomatic and daily life, including job-related terminology.
- Providing all instructional materials (texts, exercises, handouts, tests, audio-visual media) and other classroom materials.
- Collecting and analyzing participant feedback, providing monthly attendance reports, documenting student progress, and preparing individual training recommendations.
- Administering student testing (initial placement, periodic progress, final evaluation).
- Providing qualified instructors who are native speakers, hold a university degree, have a minimum of 3 years of experience, pass a background check, and adhere to an Instructor Code of Conduct. A total of at least fifteen (15) qualified language instructors must be maintained.

Contract Details

- Period of Performance: A 12-month base period, commencing April 1, 2026, with up to two (2) one-year option periods.

- Pricing: Offerors may submit prices in Ukrainian Hryvnias or US dollars. Payments to Ukrainian vendors will be in Hryvnias (with a selected exchange rate option), while other vendors will be paid in US dollars. Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.
